Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the final rule of the Department of Labor relating to "Rescission of Implementing Legal Requirements Regarding the Equal Opportunity Clause's Religious Exemption Rule".

Maddy summaryHJRES 61 is a resolution seeking to block a Department of Labor rule published in March 2023. The rule would have removed legal requirements related to religious exemptions under the Equal Opportunity Clause in federal employment regulations. If passed, this resolution would prevent the rule from taking effect, maintaining the existing requirements for religious exemptions. It uses a specific congressional disapproval process under Title 5 of the U.S. Code to stop the rule without requiring presidential action.

Public Service Reform Act

Maddy summaryHR 3115, the Public Service Reform Act, changes employment rules for most federal career employees (non-political appointees) by establishing at-will employment, meaning they can be fired for any reason - including no reason - without needing cause. It abolishes the Merit Systems Protection Board (MSPB), replaces its role with agency-level procedures for removals (including a 14-day response window for employees), and limits appeals to the agency head or federal courts for specific claims like whistleblower retaliation. The bill also redirects certain appeals to the Equal Employment Opportunity Commission (EEOC) for discrimination cases and modifies whistleblower protections to allow direct court appeals for retaliation claims. These changes directly affect over 1 million career federal workers across executive agencies.

SAFE Banking Act of 2023

Maddy summaryThe SAFE Banking Act of 2023 would protect banks and financial institutions that provide services to state-legal marijuana businesses and hemp-related businesses by preventing federal regulators from taking adverse actions against them solely for serving these businesses. It clarifies that income from state-legal marijuana businesses can be considered for mortgage applications, and requires regulators to update guidance on suspicious activity reports related to these businesses. The bill does not require financial institutions to serve these businesses, but ensures they won't face penalties for doing so. It extends similar protections to hemp-related businesses, which have faced banking challenges despite being federally legal under the 2018 Farm Bill.

Expressing the sense of the House of Representatives that it is important to maintain cash as a robust and viable payment option.

Maddy summaryHRES 341 is a nonbinding resolution expressing the House's support for maintaining cash as a viable payment option. It highlights that 18.6% of U.S. households (nearly 6 million) rely solely on cash due to lack of bank access, privacy concerns, and risks associated with digital payments like data breaches. The resolution cites legal tender status under U.S. Code and Federal Reserve Chair Powell's testimony emphasizing cash's critical role for unbanked and low-income communities. It does not create new laws but urges businesses to accept cash to protect consumer privacy and financial security.

CLAIM Act

Maddy summaryHR 2984, the CLAIM Act, protects insurers who provide coverage to cannabis businesses operating legally under state law. It prohibits federal agencies from penalizing, canceling policies, or discouraging insurers for serving cannabis-related legitimate businesses (like growers, retailers, or manufacturers) in states or tribal areas where cannabis is permitted. The bill creates a federal "safe harbor," shielding insurers from liability under federal law when offering insurance to these businesses or their employees. It also directs the GAO to study barriers to financial services for minority- and women-owned cannabis businesses and report findings to Congress.

Demanding that the Government of the People's Republic of China and the Chinese Communist Party immediately release Mark Swidan.

Maddy summaryHRES 90 is a resolution demanding the Chinese government immediately release Mark Swidan, a U.S. citizen from Texas who has been detained since 2012 on drug trafficking charges. The resolution cites the UN Human Rights Council Working Group finding his detention arbitrary, with no evidence of drug offenses, passport records showing he wasn’t in China during the alleged crimes, and China denying his family contact and medical care. It specifically condemns China for blocking U.S. diplomatic access and calls on the U.S. government to prioritize Swidan’s release through diplomatic channels. The resolution focuses on the case’s documented legal and humanitarian issues, not broader policy implications.

Protection of Women and Girls in Sports Act of 2023

Maddy summaryHR 734, the Protection of Women and Girls in Sports Act of 2023, amends Title IX to prohibit federally funded schools and athletic programs from allowing individuals assigned male at birth to participate in women's or girls' sports teams. The bill defines "sex" for this purpose as "reproductive biology and genetics at birth," making it a violation of federal law to permit such participation in designated women's or girls' programs. It allows males to train with women's teams only if no female is deprived of a roster spot, competition opportunity, scholarship, or other benefit tied to the team. This law directly affects public and private schools receiving federal financial assistance that operate athletic programs.
