Fiscal State of the Nation Resolution This concurrent resolution requires the congressional budget committees to conduct an annual joint hearing to receive a presentation from the Comptroller General regarding (1) the Government Accountability Office's audit of the financial statement of the executive branch, and (2) the financial position and condition of the federal government.

Equal Treatment of Public Servants Act of 2021 This bill phases in a new funding formula for determining benefit amounts under the windfall elimination provision (WEP). The WEP reduces Social Security retirement and disability benefits for those who receive pensions for certain non-covered employment. The new formula adjusts an individual's total lifetime earnings based on the proportion of those earnings subject to Social Security payroll taxes. It applies to individuals who (1) become eligible for Social Security benefits after 2061, and (2) have earnings from non-covered service performed in a year after 1977. Beneficiaries who become eligible for benefits between 2023 and 2061 receive the higher of their benefit calculated under the existing WEP or the new formula. In addition, certain beneficiaries currently impacted by the WEP receive an additional payment. The Social Security Administration must include non-covered earnings in Social Security account statements and must study the feasibility of partnering with certain pension systems to address data sharing issues related to non-covered pensions.

Brycen Gray and Ben Price COVID-19 Neurological Impact Act This bill authorizes grants and requires other activities to address neurological and psychiatric illnesses associated with COVID-19 infection. Specifically, the National Science Foundation may award competitive grants for multidisciplinary research on such illnesses. In addition, the White House Office of Science and Technology Policy must establish a temporary interagency working group to coordinate relevant federal programs, data collection, and other activities focused on neurological and psychiatric illnesses associated with COVID-19 infection. The working group must also engage with researchers and nonfederal stakeholders to ensure the sharing and dissemination of relevant research, information, and best practices pertaining to those illnesses. The working group terminates after five years.

Cady Housh and Gemesha Thomas Student Suicide Prevention Act of 2021 This bill reauthorizes through FY2028, and otherwise revises, grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA) to support youth suicide early-intervention and prevention strategies. Specifically, the bill requires SAMHSA to award a portion of such grants for statewide training programs on emotional well-being, mental health, and suicide awareness and prevention for elementary and secondary school students and staff.

Original National Domestic Violence Awareness Month Resolution of 2021 This resolution supports the goals and ideals of National Domestic Violence Awareness Month. Further, it expresses the sense of the House of Representatives that Congress should continue to raise awareness of and support programs to end domestic violence.

Informing Veterans on Education for Transitioning Servicemembers Act or the Informing VETS Act This bill requires the Department of Veterans Affairs to regularly promote the Veteran Readiness and Employment program by (1) sending a letter to each veteran entitled to the program that explains the educational benefits of the program, and (2) providing in each letter and online a side-by-side comparison of benefits between the program and Post-9/11 GI Bill educational assistance.

This resolution expresses solidarity with the Lebanese people following the explosions at the Port of Beirut on August 4, 2020, and supports their right to peacefully demonstrate to achieve political goals and anti-corruption reforms.

Rural Capital Access Act This bill increases federally backed leverage, or investments, available to small businesses in rural areas through Small Business Administration (SBA) programs. Specifically, the bill (1) reduces restrictions on federally backed leverage for small business investment companies (SBICs) investing in small businesses located in rural areas, and (2) allows the SBA to extend as leverage to rural business investment companies certain unexpended amounts intended for SBICs. The bill also establishes an interagency working group comprised of the SBA, the Department of Agriculture, and industry stakeholders to develop administrative and legislative recommendations to improve program coordination and capital access in rural areas.

Coffee Plant Health Initiative Amendments Act This bill expands the research and extension grant program for the coffee plant health initiative. Under current law, the Department of Agriculture (USDA) may provide competitive grants under the initiative to support research and extension activities to combat the insect known as the coffee berry borer (Hypothenemus hampei). Specifically, the bill authorizes USDA to provide competitive grants for developing and disseminating science-based tools and treatments to combat plant pests and noxious weeds that impact coffee plants; establishing an area-wide integrated pest management program in areas affected by, or at risk of being affected by, plant pests or noxious weeds that impact coffee plants; surveying and collecting data on coffee plant production and health; investigating coffee plant biology, immunology, ecology, genomics, and bioinformatics; and conducting research on various factors that may contribute to or be associated with coffee plant immune systems and other serious threats to coffee plants.

Safer Schools Act of 2021 This bill establishes a pilot program through which the Department of Justice must award grants to public elementary and secondary schools to conduct independent facility security risk assessments and make hard security improvements (e.g., video monitoring and alert notification equipment).
