Minority Fellowship Program Reauthorization Act of 2022 This bill reauthorizes through FY2027 the Minority Fellowship Program carried out by the Substance Abuse and Mental Health Services Administration. Taylor Force Martyr Payment Prevention Act of 2022 This bill expands the institutional factors the Department of the Treasury must consider when making a finding that a foreign financial institution is of primary money laundering concern and is therefore subject to special measures, including the prohibition of opening or maintaining correspondent accounts in U.S financial institutions. Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.

DHS Acquisition Reform Act This bill revises acquisition and procurement programs and activities of the Department of Homeland Security (DHS). The bill (1) designates the DHS Under Secretary for Management as the DHS Chief Acquisition Officer and sets forth the Under Secretary's acquisition-related duties, (2) sets forth new acquisition responsibilities of the DHS Chief Financial Officer and the DHS Chief Information Officer, and (3) establishes within the Management Directorate of DHS a Program Accountability and Risk Management Office and sets forth the responsibilities of its Executive Director.

Cybersecurity Grants for Schools Act of 2022 This bill allows the Cybersecurity and Infrastructure Security Agency (CISA) to award grants or other financial assistance for cybersecurity and infrastructure security education and training programs at the elementary and secondary education levels. Entities eligible for the assistance include states, localities, institutions of higher education, and nonprofits. Additionally, CISA must include information about how the grants and assistance enhance cybersecurity education for underserved populations or communities in annual briefings.

DHS Roles and Responsibilities in Cyber Space Act This bill requires the Department of Homeland Security (DHS) to report on its roles and responsibilities, as well as those of its components, for responding to cyber incidents. DHS must coordinate with the Cybersecurity and Infrastructure Security Agency on the report.

Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2021 This bill directs the U.S. Postal Service to sell each copy of the Multinational Species Conservation Fund Semipostal Stamp and notify Congress when all copies have been sold.

Community Services Block Grant Modernization Act of 2022 This bill reauthorizes the Community Services Block Grant program through FY2032 and otherwise modifies the program. The program supports various antipoverty activities, primarily through formula-based allotments to states, Indian tribes, and territories. In particular, the bill makes changes to the program's administration and leadership; performance measurement; and allotments to states and territories. The bill also expands eligibility for services and activities funded by the program to 200% of the federal poverty line (FPL). Under current law, eligibility is generally set at the FPL.

Federal Firefighters Fairness Act of 2022 This bill makes it easier for federally employed firefighters who contract certain illnesses to qualify for federal workers' compensation. Specifically, the bill provides that chronic obstructive pulmonary disease, mesothelioma, and specified other cancers of those employed in fire protection activities for at least five years are presumed to be proximately caused by such employment for purposes of a disability or death claim under the federal workers' compensation program. This presumption also applies to federal employees employed in fire protection activities for at least five years who experience a sudden cardiac event or stroke within 24 hours of performing a fire protection activity. The bill also requires the Department of Labor to conduct a review to determine whether breast cancer, gynecological cancer, and rhabdomyolysis should be included under the presumption and to conduct periodic reviews to determine whether other diseases should be included. In addition, a person may petition Labor to include another disease under the presumption. An employee in fire protection activities is a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker who (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishing of fires or response to emergency situations where life, property, or the environment is at risk, including the prevention, control, suppression, or management of wildland fires; and (4) performs such activities as a primary responsibility.

This bill prohibits the use of Department of Homeland Security (DHS) funds to carry out the activities of a Disinformation Governance Board or to establish or carry out the activities of any other DHS entity that is substantially similar to the board.
