DOC Access Act of 2025

Dentist and Optometric Care Access Act of 2025 or the DOC Access Act of 20 25 This bill prohibits private health insurance plans from setting rates for items and services, except for dental cleanings, provided by a doctor of optometry, of dental surgery, or of dental medicine (or an employer of such a doctor) for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. Such doctors may elect to waive the application of the payment amount and choice of laboratories provisions of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.

American Victims of Terrorism Compensation Act

Maddy summaryThe American Victims of Terrorism Compensation Act amends the Justice for United States Victims of State Sponsored Terrorism Act to increase funding for victims of terrorism. It directs the transfer of approximately $1.5 billion from the Binance Holdings Limited case, plus 50% of excess unobligated balances from Department of Justice and Treasury forfeiture funds, into the Victims Fund. The bill establishes deadlines for agencies to deposit funds (within 30 days of receipt or 15 days after enactment), requires annual reports on fund activity, and authorizes annual payments to eligible claimants starting in 2026. This legislation directly affects terrorism victims who receive compensation from the fund and federal agencies that handle forfeited assets from terrorism-related cases.

North Platte Canteen Congressional Gold Medal Act

Maddy summaryHR 1502 authorizes the creation of a Congressional Gold Medal to honor the volunteers and communities (primarily from Nebraska, Colorado, and Kansas) who supported the North Platte Canteen during World War II. The bill directs the Treasury Secretary to design and strike the medal, which will be presented to the individuals who contributed to the canteen’s operations and then permanently displayed at the Lincoln County Historical Museum in North Platte, Nebraska. It also permits the sale of bronze duplicates to cover production costs, with proceeds going to the U.S. Mint. This is a commemorative measure recognizing historical service, not a policy change affecting current laws or programs.

Make American Flags in America Act of 2025

Maddy summaryHR 1421, the "Make American Flags in America Act of 2025," requires all flags of the United States displayed on federal property or procured by federal agencies to be 100% manufactured in the United States. This directly affects federal agencies (including executive departments, military branches, and legislative/judicial offices) by banning the use of foreign-made flags for official displays or purchases. The bill sets a 90-day deadline for procurement changes and a two-year timeline for display requirements, while excluding private entities from these rules. It also mandates a Federal Trade Commission study on enforcing country-of-origin labeling for flags, with a report due within one year of enactment.

9/11 Responder and Survivor Health Funding Correction Act of 2025

Maddy summaryHR 1410 expands access to mental health care for 9/11 responders and survivors by allowing licensed mental health providers (not just physicians) to conduct initial health evaluations and certifications under the World Trade Center Health Program. It adjusts the program’s funding formula to account for changing enrollment numbers by linking annual funding to the previous year’s enrollment ratio, and clarifies that deceased individuals are excluded from enrollment counts. The bill also extends the timeframe for adding new health conditions to the program’s list and requires a 2028 report assessing long-term funding needs through 2090. These changes aim to streamline eligibility, improve care access, and ensure sustainable funding for the program.

CURD Act

Maddy summaryThis bill defines "natural cheese" in federal law to clarify labeling standards for consumers. It specifies that natural cheese must be made primarily from coagulated milk proteins through traditional methods, while explicitly excluding processed cheeses like American cheese, cheese spreads, and pasteurized blends. The law requires products labeled as "natural cheese" to meet this definition, ensuring consistent labeling nationwide and preventing misleading claims. It directly affects cheese manufacturers, retailers, and consumers by standardizing what can be marketed as natural cheese. The bill aims to increase transparency without changing existing food safety regulations.

SAP Act of 2025

Maddy summaryHR 289, the SAP Act of 2025, amends an existing agricultural program to require the Secretary to consult with maple industry stakeholders before issuing grant requests. Making Agricultural Products Locally Essential (MAPLE) Act

Maddy summaryThis bill amends the seniors farmers’ market nutrition program to include maple syrup as an eligible product, alongside fresh fruits, vegetables, and herbs. It directly affects seniors who use program coupons to purchase locally grown agricultural products at farmers' markets. The key change is a simple addition to the list of qualifying items in the program’s existing rules. This update expands the range of locally produced goods seniors can buy with their benefits, without altering the program’s structure or funding.
