Maddy summaryHR 7815 requires the President to submit a report within 30 days of the bill's enactment detailing actions taken by federal agencies to address the U.S. infant formula shortage. The report must be submitted to specific congressional committees, including the Senate Finance and Agriculture Committees and the House Ways and Means and Agriculture Committees. This bill does not create new policies or funding but mandates transparency about ongoing executive branch efforts to resolve the shortage. It directly affects the White House and federal agencies responsible for food safety and supply chain management. The focus is solely on requiring a status update, not on prescribing solutions or outcomes.

Michelle Alyssa Go Act This bill removes certain limitations relating to Medicaid coverage of services provided in institutions for mental diseases (IMDs). Current law generally prohibits federal payment under Medicaid for services provided in IMDs with more than 16 beds for individuals under the age of 65 (although states may receive payment through certain mechanisms, such as through a Medicaid demonstration waiver). The bill removes the age limitation and allows any institution to qualify as an IMD, regardless of the number of beds, if it primarily treats individuals with mental diseases and meets nationally recognized standards for mental health or substance use disorder programs, as approved by the Centers for Medicare & Medicaid Services.

Rights for the Transportation Security Administration Workforce Act of 2022 or the Rights for the TSA Workforce Act of 2022 This bill modifies the workplace rights, protections, and benefits applicable to Transportation Security Administration (TSA) personnel. Specifically, the bill by December 31, 2022, eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates, leave rights, and other rights of TSA employees; and requires DHS to consult with the exclusive representative of TSA screening employees to carry out the conversion of those positions. The bill also permits the TSA to consult with organizations representing federal air marshals to address concerns, including mental health and suicide rates; directs the TSA to ensure its employees are provided proper guidance regarding prevention and protections against COVID-19; requires the TSA to provide a one-time bonus payment of $3,000 to each TSA employee carrying out duties that require substantial contact with the public during the COVID-19 national emergency; and requires the Government Accountability Office to report on implementation of the bill, TSA recruitment efforts, and specified TSA personnel policies.
