PROTECT Military Families Act

Maddy summaryHR 6958, the PROTECT Military Families Act, creates a new immigration parole pathway for family members of military personnel. It allows the Secretary of Homeland Security to parole into the U.S. spouses, parents, children, or widows/widowers of current active-duty service members, Selected Reserve members, or veterans (with non-dishonorable discharge) in one-year increments. The bill requires joint written justification from DHS, Defense, and VA for denials and mandates public posting of denial reasons without personal details. This policy change directly affects military families seeking temporary U.S. entry under specific military service conditions.

Families First Housing Act of 2026

Maddy summaryThis bill requires federal housing agencies (like HUD and Fannie Mae) to prioritize qualified first-time homebuyers when selling single-family homes (1-4 units). For 180 days after listing, properties must be offered only to eligible buyers (individuals, nonprofits, local governments, or community land trusts) at fair market value based on recent third-party appraisals, with public online listings showing the priority window. Covered entities must report quarterly sales data, including prices relative to appraised value, and annual audits will verify compliance. Institutional investors (e.g., rental companies) cannot purchase during the priority period. The law aims to increase access to homeownership for specific groups through transparency and structured sales processes.

EACH Act of 2025

Maddy summaryHR 4611 (EACH Act of 2025) requires all federally funded health programs - including Medicaid, Medicare, military health plans, and the Indian Health Service - to cover abortion services without restrictions, repealing the Hyde Amendment's long-standing ban on federal funding for most abortions. This directly affects millions of people enrolled in these programs, particularly low-income women, women of color (including 25% of Black women and 22% of Hispanic women on Medicaid), and young people. The bill mandates coverage in all federally administered health plans and prohibits state or private insurers from restricting abortion coverage in health insurance. It aims to eliminate current federal and state barriers that deny abortion access to people who rely on government health programs.

CLEAR Act of 2025

Maddy summaryHR 6785, the CLEAR Act of 2025, provides $100 million annually (2025-2030) in federal grants to states, territories, and tribes to establish or support resilience offices. These offices must develop five-year plans addressing climate and disaster risks across environmental hazards, economy, infrastructure, health, and housing, while prioritizing disadvantaged communities. Grantees must implement programs like technical assistance for local governments and integrate resilience into existing grant programs, with 10% of funds reserved for Indian tribes. States must report annually on how funds were used and the effectiveness of their resilience efforts. The bill directly affects state/local governments and tribal entities by requiring new planning structures to prepare for climate impacts.

Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Protect America's Workforce Act

Maddy summaryThe Protect America's Workforce Act cancels an executive order issued on March 27, 2025, that excluded certain groups from federal labor-management relations programs, making it legally unenforceable. It also ensures that all collective bargaining agreements between federal agencies and labor unions, which were active as of March 26, 2025, remain fully effective until their agreed terms expire. This directly affects federal agencies, labor unions, and the employees covered by these agreements. The bill prevents federal funds from being used to implement the canceled executive order while preserving existing labor agreements.

Sammy’s Law

Maddy summarySammy's Law requires large social media platforms (those with over 100 million monthly users or $1 billion in annual revenue) to create real-time tools allowing parents or third-party safety software providers to help protect children under 17 from online harms. Platforms must provide secure access to children's account data for safety software providers that register with the Federal Trade Commission and meet strict security and privacy requirements. Third-party providers can only use the data to address specific risks like cyberbullying, trafficking, or abuse, and must delete data after 14 days unless needed for a safety concern. The law creates a federal standard that prevents states from making their own rules about this type of platform access.

Rural Partnership and Prosperity Act

Maddy summaryHR 6041, the Rural Partnership and Prosperity Act, creates a new grant program to help rural communities coordinate federal, nonprofit, and private investments. It provides multiyear grants (2-5 years) to partnerships - including local governments, nonprofits, tribes, and institutions - that serve rural areas, with priority given to economically distressed regions, areas with high poverty, and communities historically underserved by federal programs. Grants require at least 25% non-Federal matching funds (with waivers available for tribes or high-poverty areas) and fund activities like reducing duplicate federal efforts, leveraging private investment, and developing strategic community plans. The bill also updates the Rural Partners Network to streamline federal coordination and improve access to funding for rural communities.

National Strategy for Combating Scams Act of 2025

Maddy summaryHR 6425 requires the FBI to create a working group within 90 days, including 18 federal agencies like the FTC and CFPB, to develop a National Strategy for Combating Scams. The strategy must establish a common scam definition, coordinate data collection across agencies, improve public complaint reporting (including for people with disabilities), and enhance private-sector collaboration to prevent scams. It mandates the strategy be submitted to Congress and published publicly within one year, with updates every five years. This bill directly affects federal agencies' coordination efforts but does not create new laws or directly impact citizens beyond improving how the government addresses scams.
