HELP Copays Act

Maddy summaryHR 6423, the HELP Copays Act, requires health insurance plans and coverage to count financial assistance from non-profits or drug manufacturers toward patient cost-sharing limits like deductibles and copayments. This directly affects patients enrolled in health insurance who receive such assistance for prescription drugs, ensuring the help they get reduces their out-of-pocket costs faster. The bill amends key health laws to mandate that these payments are included when calculating whether a patient has met their deductible or copayment threshold. The change applies to all prescription drugs, including specialty drugs and those subject to prior authorization, but does not alter how insurers manage drug access through tools like step therapy. It takes effect for plan years starting in 2026.

Condemning the Government of Iran's state-sponsored persecution of the Baha'i minority in Iran and the continued violation of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.

Maddy summaryHRES 925 is a non-binding resolution condemning the Iranian government's ongoing persecution of the Baha'i religious minority. It directly affects Baha'is in Iran, who face systemic discrimination, imprisonment, denial of education and employment, and violence due to their faith. The resolution calls on Iran to immediately release Baha'i prisoners, end hate propaganda targeting them, and reverse policies banning their access to education and jobs. It also urges the U.S. President and Secretary of State to demand Iran's compliance and use existing sanctions authorities against officials responsible for human rights abuses against Baha'is.

SNAP BACK Act.

Maddy summaryThe SNAP BACK Act ensures uninterrupted food assistance benefits for SNAP (Supplemental Nutrition Assistance Program) and WIC (Women, Infants, and Children) recipients during government funding gaps. It requires the USDA to immediately release all necessary funds for these programs if Congress fails to pass full-year appropriations, prohibiting delays or restrictions on benefit access. The bill mandates that states continue processing applications, disburse benefits within five days of funds being available, and maintain full EBT card functionality without suspensions. States or tribes that temporarily cover costs during funding lapses are reimbursed by the USDA. This directly affects millions of low-income individuals and families relying on these critical nutrition programs.

Mikaela Naylon Give Kids a Chance Act

Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research.  Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research.  The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)

Floodplain Enhancement and Recovery Act

Maddy summaryHR 6256, the Floodplain Enhancement and Recovery Act, simplifies regulatory processes for communities and landowners undertaking projects to restore natural floodplain functions. It exempts such projects from standard flood insurance map change fees and allows limited increases in flood levels (up to 1 foot) in designated floodways, provided projects don’t harm critical infrastructure and communities submit post-completion analysis within 180 days. The bill amends existing flood insurance law to prioritize ecosystem restoration by adjusting fee and approval requirements, directly affecting local governments managing floodplains and developers working on restoration projects.

PLAY Act

Maddy summaryThe PLAY Act establishes a federal task force led by the Health and Human Services and Interior Departments to coordinate efforts improving access to safe, community-based play spaces for children under 18. The task force will identify barriers to playground access, develop recommendations for agencies to collaborate on child wellness infrastructure (like playgrounds and outdoor learning areas), and report findings to Congress within one year. It does not fund new playgrounds but focuses on interagency coordination and evidence-based strategies to promote physical activity and health through existing public lands and community spaces. This bill directly affects federal agencies with jurisdiction over public lands, parks, and community health programs.

Latino Youth Mental Health Empowerment Act

Maddy summaryHR 6226, the Latino Youth Mental Health Empowerment Act, addresses mental health disparities affecting Hispanic and Latino youth by funding a national awareness campaign and mandating two studies. The bill directs the Secretary to develop a culturally and linguistically competent campaign targeting parents, caregivers, teachers, and school staff to increase mental health awareness, combat stigma, and provide resources like screenings and workshops in schools and community centers - supported by $5 million annually from 2026-2030. It also requires a study on mental health barriers and suicide rates among this group, and a separate study on the shortage of Hispanic/Latino mental health professionals, both to be completed within one year of enactment. The studies will break down data by factors like immigration status, geographic location, and language, with findings informing future policy recommendations.

RESTRAIN Act

Maddy summaryHR 5894, the RESTRAIN Act, prohibits the United States from conducting any explosive testing of nuclear weapons or other nuclear explosions. It directly affects U.S. nuclear weapons programs by banning such testing using federal funds for fiscal year 2026 and beyond. The bill's key mechanism is a funding restriction: no money authorized for fiscal year 2026 or later may be used for explosive nuclear testing or other nuclear explosions. However, it explicitly excludes subcritical nuclear tests (which do not sustain a chain reaction) from this prohibition. The law aims to enforce a permanent ban on nuclear detonations while preserving the ability to conduct certain non-explosive testing.

Supporting the designation of the week beginning on October 12, 2025, as "National Wildlife Refuge Week".

Maddy summaryThis resolution (HRES 820) is a symbolic measure supporting the designation of the week beginning October 12, 2025, as "National Wildlife Refuge Week." It does not create new policies or affect any specific groups directly; instead, it urges the House to formally recognize and encourage observance of this week. The resolution highlights the National Wildlife Refuge System's role in conserving habitats, supporting biodiversity, and contributing to local economies through recreation. It emphasizes the system's value for wildlife conservation, public access, and community engagement, but the resolution itself only involves the House's supportive statement.
