ThinkDIFFERENTLY Agriculture Accessibility Act of 2023

Maddy summaryThis bill amends the ThinkDIFFERENTLY National AgrAbility Project (previously an assistive technology program for farmers with disabilities) under the 1990 Food, Agriculture, Conservation, and Trade Act. The bill also increases the annual funding cap for the program from $150,000 to $260,000 per grant and authorizes $8 million annually for fiscal years 2024 through 2033. To amend the Passport Act of June 4, 1920, to make certain improvements with respect to expenditure and other authorities, and for other purposes.

This bill requires various changes to the passport application process and addresses related issues. The bill requires all U.S. regular passports to contain a written notice advising travelers (1) to check travel.state.gov for updated travel warnings, (2) to register with the Department of State prior to overseas travel, (3) that many countries deny entry to travelers whose passport expires within six months, and (4) to renew their passports within at least one year of the expiration date.  Further, the bill makes permanent existing State Department authority to assess a surcharge on the passport application fee to cover the costs of increased demand prompted by certain legal requirements. This authority currently expires on September 30, 2026.  For three years starting from this bill's enactment, the State Department may use direct hire authority to expedite the hiring of individuals into Passport and Visa Examining positions (Series 0967). Finally, the bill requires the Department of State to report to Congress about passport processing wait times, agency plans for a public outreach campaign, and related information.

ACES Act

Maddy summaryThe ACES Act directs the Department of Veterans Affairs to fund a National Academies study examining cancer rates among active-duty military aircrew members (including pilots and navigators in fixed-wing aircraft). The study will identify potential military-related exposures linked to specific cancers - such as lung, prostate, melanoma, and others - and analyze existing VA, Defense, and CDC health data. It requires the National Academies to report findings to Congress on cancer prevalence and mortality among these service members. This bill focuses on gathering scientific data to inform future policy, not on immediate benefits or changes.

VET PFAS Act

Maddy summaryHR 4249, the VET PFAS Act, provides healthcare benefits to veterans and their families exposed to PFAS chemicals at military bases. Veterans who served at contaminated bases (including through water sources) and developed specific conditions like testicular cancer, ulcerative colitis, or pregnancy-induced hypertension become eligible for VA healthcare without needing medical proof of cause. Family members who lived at these bases or were in utero during such residence also qualify for covered conditions. The bill creates a "presumption of service connection" for these illnesses, meaning the VA assumes PFAS exposure caused the condition. It requires annual VA reports tracking beneficiaries, denials, and conditions treated.

Original Slavery Remembrance Day Resolution

Maddy summaryHJRES 84 designates August 20 as "Slavery Remembrance Day" to commemorate the arrival of the first enslaved Africans in what is now Virginia on August 20, 1619. The resolution urges the President to issue an annual proclamation encouraging Americans to observe the day with ceremonies and activities reflecting on slavery's history. It specifically honors 21 Black Congress members from the Reconstruction Era as honorary cosponsors and calls for acknowledging the enduring impacts of slavery. As a symbolic resolution, it does not create new laws or directly affect any group beyond establishing an annual observance.

Local 9–8–8 Response Act of 2023

Maddy summaryThis bill requires phone calls, texts, and chats to 9-8-8 (the national suicide prevention and mental health crisis hotline) to be routed to the nearest participating crisis center within 90 days of enactment, while protecting caller privacy by not revealing precise location. It mandates all phone carriers to transmit every 9-8-8 call or text - including those from prepaid or non-initialized handsets - and updates phone systems to allow direct 9-8-8 dialing without extra steps. The law affects crisis centers (by directing calls to their area), callers (through improved routing and privacy), and phone carriers (by requiring transmission compliance). These changes aim to make the 9-8-8 system more efficient and accessible for those seeking mental health support.
