FAIR Labels Act of 2024

Maddy summaryHR 7130, the FAIR Labels Act of 2024, requires clear labeling for plant-based and lab-grown products marketed as meat or poultry. It mandates that products not containing actual meat or poultry - such as plant-based "burgers" or "chicken" alternatives - must prominently display "imitation" or "cell-cultured" on labels, alongside disclaimers stating they do not contain meat or poultry. This applies to all such products sold in interstate commerce, with no exceptions allowed. The bill also specifically requires "cell-cultured" or "lab-grown" labeling for meat grown from animal cells outside a live animal, while clarifying that existing meat inspection rules still apply to conventional meat products.

Rural Uplift and Revitalization Assistance Act

Rural Uplift and Revitalization Assistance Act This bill requires the Department of Agriculture (USDA) to provide technical assistance in geographically underserved and distressed areas for USDA rural development programs. Specifically, USDA must provide (directly or through cooperative agreements) technical assistance and strengthen local capacity to improve USDA rural development program access for local partners (e.g., local governments, businesses, and nonprofit organizations) in geographically underserved and distressed areas.  Under the bill, a  geographically underserved and distressed area means a rural area (1) in a socially vulnerable community; (2) in a persistent poverty county; (3) in an economically distressed area; or (4) that lacks adequate water services, sewer services, or decent housing in any region near the border between the United States and Mexico. On an annual basis, USDA must submit to Congress (and make publicly available) a report on how the provision of technical assistance under this bill has affected geographically underserved and distressed areas.

Peter McGuire Congressional Gold Medal Act

Maddy summaryThis bill authorizes a single Congressional Gold Medal to honor Peter McGuire, a key figure in the 19th-century labor movement known as the "Father of Labor Day" and co-founder of the American Federation of Labor. The medal, designed by the Treasury and Labor Departments, will be presented by congressional leaders and permanently displayed at the Smithsonian’s National Museum of American History. Bronze duplicates may be sold to cover production costs, with proceeds going to the U.S. Mint. The bill is purely ceremonial, recognizing McGuire’s historical contributions to workers’ rights, the 8-hour workday, and labor union organization. It does not create new policy or affect current legislation.

HOPE Act of 2024

Maddy summaryThe HOPE Act of 2024 would establish HOPE Accounts, tax-advantaged savings accounts for paying qualified medical expenses. These accounts would allow individuals to save for medical costs with tax-free growth and distributions, with contribution limits of up to $4,000 per month for self-only coverage or $8,000 for family coverage. To qualify, individuals must have minimum essential health coverage and cannot have other health savings accounts like HSAs or FSAs. Contributions are generally not deductible but may be excluded from gross income for lower-income individuals, and distributions for qualified medical expenses would be tax-free. The bill also includes rules for employer contributions and coordination with existing health savings mechanisms.

ROTC and DEP Benefits Improvement Act

Maddy summaryThis bill expands death benefit eligibility for military families when service members die during training or service. It removes a 13-day service requirement for death gratuities, ensures coverage for those not previously included (like ROTC participants during training), and updates life insurance rules to include Reserve members in advanced training regardless of duty status. The changes apply to deaths occurring after the bill's enactment, directly affecting surviving spouses, dependents, and other family members of service members who die during qualifying training or service. (Note: The bill's title misrepresents its focus - it addresses death benefit eligibility, not ROTC/DEP program improvements.)

Veterans Border Patrol Training Act

Maddy summaryHR 8652, the Veterans Border Patrol Training Act, creates a 5-year pilot program to train and hire transitioning U.S. military service members and veterans as U.S. Customs and Border Protection Border Patrol agents. The program, established within 180 days of enactment, uses the existing Department of Defense SkillBridge Program (under 10 U.S.C. § 1143) to transition service members into Border Patrol roles, requiring collaboration between Homeland Security, Defense, and Veterans Affairs. The bill mandates annual reports to Congress tracking participation statistics, including breakdowns by military status (active duty, reserve, officers, enlisted, veterans, spouses, dependents). It does not change existing hiring rules but provides a dedicated pathway for military-connected individuals to enter Border Patrol service. The program automatically terminates after five years.

Sober Act of 2024

Maddy summaryHR 9390, the Sober Act of 2024, creates a federal grant program to fund state, local, and tribal 24/7 sobriety programs. These programs require individuals with substance use disorders (often linked to alcohol-related offenses) to abstain from alcohol/drugs, undergo regular testing (twice daily or via continuous monitoring), and face immediate sanctions for violations like jail time or community service. The bill authorizes $10 million annually from 2025-2029 to cover up to 80% of program costs, with recipients required to report on participation, testing outcomes, and program expenses. It aims to expand access to structured sobriety support as a complement to existing measures like ignition interlock devices for DUI offenders.

Stand with Israel Act

Maddy summaryHR 9374, the Stand with Israel Act, prohibits U.S. federal funds from being used to support the United Nations or its entities if they restrict Israel's full participation as a member state. The bill specifically blocks funding for any UN body that expels, downgrades, or suspends Israel's membership or limits its ability to participate equally with other nations. This affects U.S. government contributions to the UN, requiring the Department of State and other agencies to halt funding for such UN actions. The key mechanism is a new provision in the UN Participation Act that mandates this funding restriction whenever Israel's UN participation is impaired.
