Native Pacific Islanders of America Equity Act

Native Pacific Islanders of America Equity Act This bill establishes a CHamoru Registry program. It also allows eligible Native CHamoru organizations and Native Northern Marianas organizations to qualify for federal contracting opportunities through their participation in certain small business programs that are administered by the Small Business Administration. First, the bill establishes a CHamoru Registry program under the Office of the Governor of Guam. The program must keep a database to serve as a genealogy bank to verify Native CHamoru ancestry requirements. Next, it treats businesses owned by economically disadvantaged Native CHamoru organizations or Native Northern Marianas organizations as socially and economically disadvantaged small businesses for purposes of the Minority Small Business and Capital Ownership Development program, which is commonly known as the 8(a) program. Further, it allows businesses that are owned by Native CHamoru organizations or Native Northern Marianas organizations to participate in the Historically Underutilized Business Zone Empowerment Contracting (HUBZone) program. The 8(a) program and the HUBZone program each limit competition for certain government contracts to participating small businesses.

FAIR Act

Federal Adjustment of Income Rates Act or the FAIR Act This bill modifies pay rates for federal employees in 2023. Specifically, the bill increases rates under the statutory pay systems and for prevailing rate employees by 4.1% and increases locality pay by 1%.

Guard and Reserve GI Bill Parity Act of 2021

Guard and Reserve GI Bill Parity Act of 2021 This bill expands eligibility for Post-9/11 GI Bill educational assistance and addresses other Department of Veterans Affairs (VA) programs and benefits. Specifically, the bill expands the type of duty that is eligible for such educational assistance. Beginning on August 1, 2025, types of duty eligible for educational assistance benefits include (1) active duty for training performed by a member of the Armed Forces on or after this date, and (2) active duty for training occurring before this date only if the individual is a member on or after this date. Furthermore, beginning on August 1, 2032, duty eligible for these benefits includes active or inactive duty training performed by a member of the Armed Forces before, on, or after August 1, 2032. Educational assistance eligibility for individuals who performed qualifying types of duty as provided in the bill before August 1, 2025, expires on the latter of (1) August 1, 2040, or (2) the end of the 15-year period after their discharge or release from the Armed Forces. For individuals who performed such duty on or after August 1, 2025, educational assistance eligibility does not expire. Furthermore, the bill provides for the expiration of eligibility applicable to individuals subject to two different periods of eligible duty. The bill also makes adjustments to certain loan fees under the VA home loan program, including the fee for an interest rate reduction refinancing loan. Additionally, the VA must provide information to new veterans that includes a description of the medical care, services, and other benefits they are entitled to through the VA.

PrEP Access and Coverage Act

PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent HIV, including related screenings, diagnostic procedures, administrative fees, and clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on an individual taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals and underinsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.

To award posthumously a Congressional Gold Medal, in commemoration to the servicemembers who perished in Afghanistan on August 26, 2021, during the evacuation of citizens of the United States and Afghan allies at Hamid Karzai International Airport, and for other purposes.

This bill posthumously provides for the award of a Congressional Gold Medal in commemoration of the 13 service members who died on August 26, 2021, while stationed at Hamid Karzai International Airport in Afghanistan.

Strength in Diversity Act of 2021

Strength in Diversity Act of 2021 This bill establishes a program through which the Department of Education may award planning and implementation grants to specified educational agencies (e.g., local educational agencies) to improve diversity and reduce or eliminate racial or socioeconomic isolation in publicly funded early childhood education programs, public elementary schools, or public secondary schools.

Equity and Inclusion Enforcement Act of 2021

Equity and Inclusion Enforcement Act of 2021 This bill authorizes private civil causes of action for disparate impact violations (to the same extent as intentional violations) of Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin in federally funded programs or activities. Education programs that receive financial assistance authorized or extended by the Department of Education (ED) must designate at least one Title VI compliance coordinator to carry out responsibilities, investigate complaints, and provide assistance to ensure students and employees are aware of their rights and responsibilities. The bill requires ED to appoint a Special Assistant for Equity and Inclusion to (1) promote, coordinate, and evaluate efforts to engender program compliance and inform individuals of their rights; and (2) advise ED on matters relating to compliance.

To amend title 38, United States Code, to establish in the Department of Veterans Affairs an Advisory Committee on United States Outlying Areas and Freely Associated States, and for other purposes.

This bill requires the Department of Veterans Affairs (VA) to establish the Advisory Committee on United States Outlying Areas and Freely Associated States to provide advice and guidance to the VA on matters relating to veterans residing in American Samoa, Guam, Puerto Rico, the Commonwealth of the Northern Mariana Islands, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Among other duties, the committee must advise the VA on how to improve its programs and services to better serve veterans living in the listed areas.
