Put America on Commission Act of 2024

Maddy summaryHR 7129, the "Put America on Commission Act of 2024," creates an Office of Whistleblower Awards within the Small Business Administration (SBA) to incentivize reporting of fraud in pandemic relief loans. It directly affects whistleblowers who provide original information about financial misconduct by SBA loan recipients and the recipients themselves who face penalties. The bill establishes a Whistleblower Award Fund, paying 10% (U.S. entities) or 15% (foreign entities) of recovered funds from convictions or settlements related to "COVID loan actions" (defined as fraud cases under CARES Act provisions). It includes anti-retaliation protections for whistleblowers and requires annual reports to Congress on award distributions. The program sunset provisions end its authority once all related cases are resolved.

PURR Act of 2024

Maddy summaryThe PURR Act of 2024 establishes a uniform federal regulatory framework for pet food in the U.S., replacing inconsistent state-level rules and separating pet food regulation from livestock feed. It preempts state laws on pet food labeling and marketing, creates a standardized process for reviewing new pet food ingredients (requiring FDA action within 90 days), and allows certain marketing claims like "natural" or "hairball control" without premarket approval if truthful and substantiated. The bill defines key terms (e.g., "companion animal" as dogs/cats), sets ingredient listing rules, and mandates FDA guidance on topics like nutritional adequacy and calorie claims. This directly affects pet food manufacturers, the FDA’s Center for Veterinary Medicine, and pet owners by creating clearer safety standards and labeling consistency nationwide.

Condemning rape and sexual violence committed by Hamas in its war against Israel.

Maddy summaryHRES 966 is a symbolic resolution condemning alleged sexual violence committed by Hamas during its October 7, 2023, attack on Israel. It specifically references eyewitness accounts, forensic evidence, and Hamas fighters' admissions of ordering gang rape, sexual mutilation, and assault against Israeli civilians. The resolution calls for international condemnation of such acts as weapons of war, urges nations to criminalize sexual violence, and supports investigations into Hamas' actions. As a non-binding resolution, it does not create new laws or directly affect any individuals but formally expresses the House's position on the issue.

Homebuyers Privacy Protection Act

Maddy summaryThis bill restricts how credit reporting companies share homebuyers' credit reports during mortgage applications. It prevents companies from sending these reports to third parties (like marketers) just because a lender requested them for a mortgage. Only specific entities can receive the reports: the mortgage lender who originated the loan, the company servicing the loan, or the bank holding the homebuyer's account. This directly protects homebuyers' privacy by limiting unauthorized sharing of their financial data.

Death Tax Repeal Act

Maddy summaryThe Death Tax Repeal Act would eliminate the federal estate tax and generation-skipping transfer tax for estates of people who die on or after the bill's enactment date, and for generation-skipping transfers made after that date. It would also establish a new $10 million lifetime gift tax exemption (adjusted annually for inflation) and replace the existing gift tax rate schedule with a revised structure. These changes would primarily affect high-net-worth individuals and their heirs, as the estate tax and gift tax typically apply to large estates or gifts exceeding the new exemption threshold. The bill's provisions would take effect on the date of enactment, with transitional rules for the year the bill is signed into law.

Holding Foreign Insiders Accountable Act

Maddy summaryHR 7019, the Holding Foreign Insiders Accountable Act, requires foreign private issuers (companies based outside the U.S. that list securities in U.S. markets) to disclose their directors', officers', and major shareholders' stock ownership, aligning them with domestic disclosure rules. The bill amends the Securities Exchange Act to explicitly include foreign private issuers under existing Section 16(a) disclosure requirements. It directs the Securities and Exchange Commission (SEC) to issue or update regulations within 90 days to implement this change, making any conflicting SEC rules obsolete. This affects foreign companies and their top insiders who trade U.S. securities, mandating transparency similar to U.S. firms.

Stop Settlement Slush Funds Act of 2023

Maddy summaryHR 788, the Stop Settlement Slush Funds Act of 2023, prohibits federal agencies from entering settlement agreements that direct payments to third parties (other than the U.S. government) unless the payment directly reimburses actual harm caused by the defendant or covers services related to the case. It requires agencies to report annually on such settlements to Congress and mandates annual audits by agency Inspectors General to ensure compliance. The law applies to all federal agencies entering settlements after its enactment and includes a 7-year sunset provision. This directly affects how federal agencies handle settlements in civil cases, limiting their ability to divert settlement funds to external entities without clear, direct justification.

Financial Stability Oversight Council Reform Act

Financial Stability Oversight Council Reform Act This bill subjects the budgets of the Financial Stability Oversight Council (FSOC) and the Office of Financial Research (OFR) to the annual appropriations process and establishes requirements for reports and a public notice and comment period. The budgets of the FSOC and the OFR are funded by assessments on financial institutions which are deposited into the Financial Research Fund and, under current law, are immediately available to be spent. This bill requires the funding from the Financial Research Fund to be made available by appropriations acts. The OFR must submit quarterly reports to Congress regarding its finances; workforce; and actions taken to achieve the goals, objectives, and performance measures of the office. The OFR must provide a public notice and comment period of at least 90 days before issuing any proposed report, rule, or regulation. The bill expands the duties of the OFR to include publishing an annual work plan; consulting with other federal departments and agencies with relevant expertise prior to preparing any public report with respect to a specified entity, class of entities, or financial product or service; and developing and implementing a cybersecurity plan. The Government Accountability Office must annually audit the cybersecurity plan and its implementation.

Rectifying UDAAP Act

Maddy summaryThis bill clarifies the Consumer Financial Protection Bureau's (CFPB) authority to enforce rules against "unfair, deceptive, or abusive acts or practices" (UDAAP) affecting consumers. It defines "abusive" acts as those intentionally interfering with consumer understanding or taking unreasonable advantage of consumer vulnerabilities, requiring the CFPB to provide a clear definition within 180 days. Financial institutions must now receive written notice and 180 days to correct potential violations before penalties are imposed, and the CFPB must conduct cost-benefit analyses for new rules. The bill also prohibits the CFPB from treating discrimination as part of UDAAP enforcement and limits penalties for past conduct to the most recent compliance rating period.
