To prohibit the use of funds to use military force in or against Venezuela, and for other purposes.

Maddy summaryThis bill prohibits the use of federal funds for any military action against Venezuela from its enactment date through December 31, 2026, unless Congress either declares war or passes new specific authorization meeting War Powers Resolution standards. It directly affects all federal agencies and military operations that would require funding for actions targeting Venezuela. The key mechanism blocks funding for military force unless Congress explicitly authorizes it through one of two specific pathways. A narrow exception allows actions already compliant with existing War Powers Resolution rules. This is a funding restriction, not a ban on military action itself.

EACH Act of 2025

Maddy summaryHR 4611 (EACH Act of 2025) requires all federally funded health programs - including Medicaid, Medicare, military health plans, and the Indian Health Service - to cover abortion services without restrictions, repealing the Hyde Amendment's long-standing ban on federal funding for most abortions. This directly affects millions of people enrolled in these programs, particularly low-income women, women of color (including 25% of Black women and 22% of Hispanic women on Medicaid), and young people. The bill mandates coverage in all federally administered health plans and prohibits state or private insurers from restricting abortion coverage in health insurance. It aims to eliminate current federal and state barriers that deny abortion access to people who rely on government health programs.

SPEED Act

Maddy summaryThe SPEED Act reforms the National Environmental Policy Act (NEPA) to streamline federal environmental reviews for projects. It limits agencies to considering only "proximate" environmental effects directly tied to a specific project (not speculative or distant impacts), sets strict 180-day deadlines for court remands, and restricts judicial review to procedural errors - not environmental outcomes. This primarily affects federal agencies (like the EPA or Corps of Engineers) and project developers (e.g., for infrastructure, energy, or construction projects) by reducing review scope and accelerating approvals. The bill clarifies NEPA is purely procedural, prohibiting courts from substituting their judgment on environmental effects or delaying actions for new scientific data after deadlines.

Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Protect America's Workforce Act

Maddy summaryThe Protect America's Workforce Act cancels an executive order issued on March 27, 2025, that excluded certain groups from federal labor-management relations programs, making it legally unenforceable. It also ensures that all collective bargaining agreements between federal agencies and labor unions, which were active as of March 26, 2025, remain fully effective until their agreed terms expire. This directly affects federal agencies, labor unions, and the employees covered by these agreements. The bill prevents federal funds from being used to implement the canceled executive order while preserving existing labor agreements.

Providing for consideration of the bill (H.R. 2550) to nullify the Executive order relating to Exclusions from Federal Labor-Management Relations Programs, and for other purposes.

Maddy summaryHRES 432 is a procedural resolution that sets the rules for the House to consider H.R. 2550. This resolution would allow the House to immediately debate and vote on H.R. 2550, which aims to nullify an executive order affecting federal labor-management relations programs. The resolution waives objections to the bill's consideration, limits debate to one hour equally divided between parties, and specifies how the bill will move to the Senate. It does not change labor laws itself but enables the legislative process for H.R. 2550.

It includes provisions to prevent fraud in health insurance exchanges by imposing civil penalties on agents and brokers who provide false information, and requires transparency in pharmacy benefit manager contracts to improve drug pricing accountability. To modify the procedures for investigating claims of evasion of antidumping and countervailing duty orders.

Maddy summaryHR 6446 modifies how U.S. customs officials investigate suspected evasion of antidumping and countervailing duty orders on imported goods. It allows the Commissioner to start an investigation independently if they have evidence of evasion, not just when a complaint is filed. Additionally, importers found to have evaded duties must pay all owed customs fees before they can challenge the decision in court. These changes streamline enforcement and clarify the process for addressing duty evasion.
