Maddy summaryThis resolution expresses the House of Representatives' support for designating June 10, 2023, as "Veterans Get Outside Day." It directly aims to benefit veterans, particularly those dealing with mental health challenges like PTSD, traumatic brain injury, depression, or anxiety, by promoting outdoor activities. The resolution encourages coordination between the Department of Veterans Affairs, the Forest Service, and the Department of the Interior to promote this day alongside existing programs like National Get Outdoors Day. It does not create new laws or funding but seeks to leverage the documented mental health benefits of nature exposure through federal agency collaboration.

Maddy summaryThe ACRE Act of 2023 amends the tax code to exclude interest income from certain rural and agricultural loans from taxable income for eligible lenders. It directly affects banks, savings associations, and their wholly-owned entities that provide qualified loans secured by rural or agricultural real estate, including single-family homes in designated rural areas (with a $750,000 loan balance cap) or aquaculture facilities. The key provision allows these lenders to exclude interest earned on qualifying loans from their gross income, effectively reducing their tax liability on such lending activity. The bill applies to loans made after its enactment date and aligns with existing definitions of rural property from the Agricultural Credit Act of 1987.
Maddy summaryHR 3148, the POWER Act, provides $20 million in federal grants to state, local, and Tribal law enforcement agencies to purchase chemical screening devices and train staff. The devices identify narcotics like fentanyl, methamphetamine, and synthetic opioids, helping officers quickly and safely analyze seized substances. Agencies must use funds to supplement, not replace, existing budgets and submit annual reports on device usage and effectiveness. The bill directly affects law enforcement agencies by enhancing their ability to investigate drug cases and share data with other agencies.
Bringing Aquaculture Indemnities To Speed Act or the BAITS Act This bill expands the Livestock Indemnity Program (LIP) to eligible producers of farm-raised fish. (LIP provides indemnity payments to eligible livestock producers for loss or reduced sales price due to specified events.) Specifically, the bill adds farm-raised fish to the LIP definition of livestock , expanding LIP indemnity payments to farm-raised fish producers due to (1) an attack by an animal reintroduced into the wild by the federal government or protected by federal law (e.g., avian predators) or (2) disease. Under current law, LIP also provides indemnity payments to eligible livestock producers due to adverse weather. This bill prohibits LIP from making payments to producers of farm-raised fish due to adverse weather.
Maddy summaryThe College Transparency Act requires the National Center for Education Statistics to develop a secure, privacy-protected system that collects and organizes student-level data from colleges and universities. The system will track enrollment patterns, progression, completion rates, costs, financial aid, and post-graduation outcomes, with data disaggregated by characteristics like race, gender, program of study, and credential level. Colleges participating in federal financial aid programs must submit this data, while the system will provide the public with customizable summary information to help students and families make informed college decisions. The bill includes strict privacy protections, prohibiting collection of sensitive data like health information or exact addresses, and requires data minimization to only what's necessary for the system's purposes.
Highway Accident Fairness Act of 2023 This bill makes staging a collision with a commercial motor vehicle a federal crime and modifies legal procedures for suits arising from commercial motor vehicle accidents. A person who is operating a motor vehicle and intentionally causes a collision with a commercial motor vehicle (or arranges for another person to cause such a collision) is subject to a fine, a prison term of up to 20 years, or both. If the collision results in serious bodily injury or death, the prison term may not be less than 20 years. With respect to legal procedures, the bill requires a plaintiff, in a suit in state or federal court concerning a bodily injury or death that involves one or more commercial motor vehicles, to disclose the identity of any commercial enterprise (other than the plaintiff or the plaintiff's attorney) that has the right to receive a portion of the plaintiff's recovery (e.g., commercial enterprises that are financing the litigation in exchange for a portion of the recovery). The bill also grants federal courts jurisdiction over such actions in certain cases where damages exceed $5 million. These provisions apply to any case pending on, or commenced on or after, the date of the bill's enactment.
This joint resolution nullifies a Department of Labor final rule entitled Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States and published on February 28, 2023. This rule makes changes to the methodology used to set adverse effect wage rates for H-2A workers (temporary agricultural workers), including by using Bureau of Labor Statistics wage surveys in certain instances. (Generally, the minimum wage for an H-2A worker is the highest of the adverse effect wage rate, the applicable minimum wage, the prevailing wage for that occupation in that area, or any agreed-upon collective bargaining wage.)
Maddy summaryThis bill authorizes the U.S. Mint to produce and sell commemorative $1 silver coins celebrating NASCAR's 75th anniversary, directly affecting the public through coin sales. The coins must contain 90% silver, bear standard inscriptions (including "Liberty" and "In God We Trust"), and be sold at face value plus a $20 surcharge. All surcharge revenue ($20 per coin) will fund The NASCAR Foundation's existing mission to support children's causes, with no net cost to the U.S. government due to financial safeguards. The coins may only be issued during 2023, with sales managed through the Treasury.
Maddy summaryHJRES 27 is a congressional resolution seeking to block a federal rule that redefined which waterways fall under the Clean Water Act's protections. It targets a rule submitted by the Army Corps of Engineers, Department of Defense, and Environmental Protection Agency (EPA) on January 18, 2023, which aimed to revise the "Waters of the United States" definition. The resolution would formally disapprove this rule under a specific federal procedure (Chapter 8 of Title 5), preventing it from taking effect. This would directly affect how federal agencies regulate pollution and development near water bodies, including wetlands and smaller streams.
Maddy summaryHR 2630, the Safe Step Act, requires group health plans and health insurance issuers to establish a clear, transparent process for patients or their doctors to request exceptions to medication step therapy protocols. These protocols typically force patients to try cheaper drugs first before covering more expensive alternatives. The bill mandates that plans must approve exceptions when prior treatments failed, delay would cause serious harm, a treatment is unsafe, or a patient is stable on a previously approved drug, with strict 72-hour (or 24-hour in emergencies) decision timelines. It also requires plans to publish the exception process online and limit documentation requests to only necessary medical information. This law directly affects health insurers, employers offering health plans, and patients using step therapy for prescription drugs.
