Health Care Practitioner Disaster Protection Act This bill extends certain liability protections available for health care practitioners who provide voluntary health care services in declared emergencies through a community health center other than the one that initially sponsored them. Current law makes the liability protections available to volunteer practitioners that are sponsored by a particular community health center. This bill maintains the liability protections for a volunteer practitioner who provides services through a different community health center if the center (1) seeks the assistance of the volunteer practitioner to respond to a declared emergency, and (2) promptly notifies the Department of Health and Human Services that the volunteer practitioner will be providing services.

Maddy summaryHR 5850 nullifies a January 2023 FDA modification to the safety requirements for mifepristone, a medication used in medical abortions. The bill prohibits federal funding for implementing any similar safety requirements or enforcement policies for mifepristone. This directly affects how the drug can be distributed and accessed, as it reverses the FDA's updated risk management rules. The law aims to prevent federal support for any new restrictions on mifepristone access beyond the pre-January 2023 standards.
Maddy summaryHR 5110, the Protecting Hunting Heritage and Education Act, amends the Elementary and Secondary Education Act of 1965 to clarify that federal education funds cannot be used for certain weapons - but this restriction does not apply to archery, hunting, or other shooting sports training programs. The bill directly affects schools and educational programs seeking to use federal funds for these specific activities, such as archery clubs or hunting safety education. It adds an explicit exception to the existing prohibition, allowing funds to support "educational instruction or enrichment activities" in these sports under authorized programs. This change removes ambiguity about funding eligibility for such educational initiatives in K-12 schools.
Maddy summaryHRES 758 is a symbolic resolution designating the first Wednesday in October as National Energy Appreciation Day. It expresses the House's support for recognizing energy workers - across oil, gas, coal, nuclear, hydro, and renewable sectors - who power the U.S. economy and improve quality of life. The resolution cites statistics on energy's role in job creation (7.8 million U.S. jobs), poverty reduction, and national security, but does not create new laws or funding. As a non-binding resolution, it solely aims to raise awareness of the energy industry's contributions. (HRES 758, introduced October 3, 2023)
Maddy summaryThe Mobile Mammography Promotion Act of 2023 provides tax relief for mobile mammography service providers by refunding federal excise taxes on fuel used in their vehicles and exempting that fuel from future taxation. It amends the tax code to require the IRS to refund excise taxes paid on fuel used in highway vehicles designed exclusively for delivering mammography screenings within the vehicle. This directly lowers operational costs for mobile mammography providers, who operate vehicles serving patients on-site. The refund and exemption apply to fuel purchased for these specific mobile units, reducing their expenses. The provisions take effect upon the bill's enactment.
Maddy summaryHJRES 11 proposes a constitutional amendment that would limit Members of Congress to serving a maximum of three terms in the House of Representatives and two terms in the Senate. If passed and ratified, it would prevent any member who has already served the maximum terms from running for re-election, including time spent filling vacancies (for more than one year in the House or three years in the Senate). This amendment directly affects current and future members of Congress by changing eligibility rules for re-election. The proposal is currently a joint resolution in the House, requiring ratification by three-fourths of state legislatures to become part of the Constitution.
Maddy summaryThis bill extends existing aviation programs and tax authorities through December 2023. It modifies deadlines for airport improvement grants (extending $842 million in funding for Q4 2023), unmanned aircraft regulations, FAA operations, and key tax collections like fuel and ticket taxes. These changes maintain current funding levels for airports, airlines, and FAA programs relying on the Airport and Airway Trust Fund. The bill does not create new programs but ensures continuity of existing authorizations. It directly affects airports receiving federal grants, airlines paying aviation taxes, and FAA operational activities.
Maddy summaryHR 5425 amends the Small Business Act to strengthen the Office of Rural Affairs within the Small Business Administration (SBA). It requires the Office to be led by an Assistant Administrator with specific experience in rural small business issues and development assistance. The bill mandates the Office to host regional webinars and outreach events for rural small business owners, inviting SBA offices, resource partners, and government agencies to participate. It also requires the SBA to submit annual reports to Congress detailing the Office’s operations, activities, outreach events, and an analysis of gaps in lending programs serving rural small businesses. These changes directly affect rural small business owners by improving access to SBA resources and accountability for the Office’s work.
Maddy summaryHR 5561, the Protecting the Right to Keep and Bear Arms Act of 2023, prevents federal agencies from using emergency declarations to implement gun control measures. It specifically prohibits the President from declaring a national emergency under the National Emergencies Act or the Robert T. Stafford Act for gun control purposes, and stops the Health and Human Services Secretary from declaring a public health emergency under the Public Health Service Act for the same reason. The bill also amends the Stafford Act to explicitly prohibit any emergency-related restrictions on possessing, manufacturing, selling, or transferring firearms, ammunition, ammunition feeding devices, or firearm accessories. This directly affects how federal agencies can respond during emergencies without violating the Second Amendment. The law aims to limit executive actions during emergencies that could restrict gun rights.
Maddy summaryHRES 720 designates the week of September 24-30, 2023 (and annually thereafter) as "Gold Star Families Remembrance Week" to honor families who have lost loved ones in military service. It specifically recognizes the sacrifices of families of fallen service members and veterans, and encourages Americans to observe the week through community service and celebrating the lives of those who died protecting the nation. This resolution is procedural and symbolic, with no new funding, regulations, or policy changes - only a formal designation to honor these families. It directly affects Gold Star families (those with members who died in military service) and the broader public through its call for observance.
