Sara’s Law and the Preventing Unfair Sentencing Act of 2023

Maddy summaryThis bill modifies federal sentencing for youth under 18 who were trafficked, abused, or assaulted before committing a violent offense. It allows courts to sentence below statutory minimums and suspend portions of sentences to account for trauma, applying only to cases with clear evidence of prior victimization under specific laws (like sex trafficking). The law directs the U.S. Sentencing Commission to update guidelines to align with these changes, effective only for convictions after the bill’s enactment. It directly affects juvenile offenders with documented prior victimization, focusing on trauma-informed sentencing rather than standard penalties.

Main Street Tax Certainty Act

Maddy summaryHR 4721, the Main Street Tax Certainty Act, makes a permanent the 20% tax deduction for eligible small business owners under Section 199A of the tax code. This provision directly affects pass-through business owners (like S-corps, partnerships, and sole proprietorships) who qualify for the deduction. The bill achieves this by removing the temporary expiration language (subsection (i)) from the existing tax code provision. The key change is ending the need for annual congressional extensions of this deduction, providing long-term tax certainty for small businesses.

Major Richard Star Act

Maddy summaryThis bill, HR 1282 (Major Richard Star Act), expands benefits for certain military retirees by allowing them to receive both veterans' disability compensation and military retirement pay simultaneously. It specifically affects combat-related disabled retirees under Chapter 61 of the military retirement system who have fewer than 20 years of service. The key change removes the automatic reduction of military retirement pay when these retirees also receive disability compensation, as amended in Section 1413a(b)(3) of Title 10. Technical updates to the law’s structure and effective date (starting after enactment) complete the provisions.

Building Chips in America Act of 2023

Maddy summaryThe Building Chips in America Act of 2023 streamlines environmental reviews for semiconductor manufacturing projects receiving federal financial assistance under the CHIPS Act. It exempts certain facility construction, expansion, or modernization projects from standard National Environmental Policy Act (NEPA) reviews if they meet specific criteria, such as being on existing sites with limited additional development. The bill allows states to assume some environmental review responsibilities with federal oversight, requires reliance on prior environmental studies, and establishes specific categorical exclusions for semiconductor projects. These changes aim to accelerate semiconductor manufacturing facility construction by reducing regulatory delays for projects eligible for federal assistance.

Law Enforcement Officers Preventing Overdose Deaths Act

Maddy summaryThis bill creates a new pilot program allowing rural law enforcement agencies to apply for federal grants to purchase naloxone (a medication that reverses opioid overdoses) for officers to carry during patrols. It requires that at least 50% of funds under the Comprehensive Opioid Abuse Grant Program be awarded to rural communities, as defined by existing agricultural law. The bill specifically targets opioid overdose response by equipping rural police with life-saving tools during emergency calls. This policy change directly affects rural law enforcement agencies and communities with limited access to overdose reversal resources.

Protecting Whales, Human Safety and the Economy Act of 2023

Maddy summaryHR 4323 delays any changes to the National Oceanic and Atmospheric Administration's (NOAA) current rule limiting ship speeds to protect North Atlantic right whales. The bill requires NOAA to wait until two conditions are met: (1) new whale protection protocols from the 2022 Coast Guard Act are fully developed and deployed, and (2) the Secretary submits a report to four congressional committees detailing how those protocols will shape future rule updates. This directly affects NOAA's regulatory authority and vessel operators who must follow the existing speed rules. The law does not change the current rule but pauses any amendments until these specific steps are completed.

Expressing the sense of the House of Representatives that the Okefenokee National Wildlife Refuge is a vital part of the ecology of Georgia and should be inscribed on the UNESCO World Heritage Site list.

Maddy summaryHRES 549 is a non-binding resolution expressing the House of Representatives' support for nominating the Okefenokee National Wildlife Refuge in Georgia to the UNESCO World Heritage List. It highlights the refuge's ecological importance (protecting 400,000 acres, hundreds of species including endangered ones), its economic value ($64.7 million annual revenue for local economies), and its existing placement on the U.S. tentative list since 2007. The resolution does not create new laws or funding but formally urges the U.S. government to advance the nomination process. It affects no specific individuals or entities directly, as UNESCO decisions are made internationally through a separate process.

Saving Lives in Schools Act of 2023

Maddy summaryThis bill requires all public elementary and secondary schools to have opioid overdose rescue kits (containing naloxone or FDA-approved alternatives) by January 1, 2024. Schools must place kits visibly near automated defibrillators or fire extinguishers, register locations with school nurses and resource officers, and replace expired kits. It mandates annual inspections, public availability of kit locations through health centers, and student orientation training on kit use. The law directly affects public schools and aims to improve emergency response to opioid overdoses on campus.
