Small Business Child Care Investment Act

Maddy summaryHR 2602, the Small Business Child Care Investment Act, reclassifies eligible nonprofit child care centers as "small business concerns" under federal loan programs. This allows organizations meeting specific criteria - like state licensing, 501(c)(3) tax status, and non-discrimination policies - to access SBA Section 7(a) loans and Title V financing. The bill requires loan guarantees for amounts over $500,000 but eliminates denial of loans solely due to religious activity (per First Amendment protections). It mandates annual SBA reports tracking loan numbers and amounts provided to these child care providers. The law directly affects nonprofit child care centers serving children from birth to school age.

Safe Step Act

Maddy summaryHR 2630, the Safe Step Act, requires group health plans and health insurance issuers to establish a clear, transparent process for patients or their doctors to request exceptions to medication step therapy protocols. These protocols typically force patients to try cheaper drugs first before covering more expensive alternatives. The bill mandates that plans must approve exceptions when prior treatments failed, delay would cause serious harm, a treatment is unsafe, or a patient is stable on a previously approved drug, with strict 72-hour (or 24-hour in emergencies) decision timelines. It also requires plans to publish the exception process online and limit documentation requests to only necessary medical information. This law directly affects health insurers, employers offering health plans, and patients using step therapy for prescription drugs.

Women in NCAA Sports Act

Maddy summaryHR 2532, the Women in NCAA Sports Act, establishes a 16-member Commission to study and compare how the NCAA treats men’s and women’s sports programs. The Commission will examine NCAA operations - including tournament venues, budgets, media contracts, and policies - to identify disparities in treatment across all sports and student-athlete programs. After 18 months, it must submit a report to Congress with findings and recommendations for improving fairness, while avoiding any review of athlete eligibility. The bill directly affects NCAA operations and requires Congress to consider the Commission’s findings for potential policy changes.

New Markets Tax Credit Extension Act of 2023

Maddy summaryHR 2539 permanently extends the New Markets Tax Credit (NMTC) program, which incentivizes private investment in low-income communities. The bill directly affects community development financial institutions (CDFIs) and investors who fund projects in designated low-income areas by ensuring the credit remains available beyond 2025. Key provisions include automatically adjusting the credit amount annually for inflation starting in 2024 and clarifying that the credit can be used to offset alternative minimum tax liability. This maintains the program’s effectiveness in channeling capital to underserved neighborhoods without changing eligibility or funding levels.

United States-Israel PTSD Collaborative Research Act

Maddy summaryHR 2454, the United States-Israel PTSD Collaborative Research Act, establishes a grant program to fund joint research projects between U.S. academic or nonprofit entities and Israeli institutions focused on post-traumatic stress disorder (PTSD). The bill directs the Secretary of Defense, with coordination from the Departments of Veterans Affairs and State, to award grants for collaborative research addressing PTSD treatment gaps, building on existing U.S.-Israel scientific cooperation frameworks. It specifically targets research into improved PTSD diagnosis and treatment methods, rather than providing direct services or benefits. The program requires annual reporting to Congress on research outcomes and terminates seven years after the first grant is issued.

PRC Is Not a Developing Country Act

Maddy summaryThis bill directs the U.S. State Department to oppose classifying China as a "developing country" in all international treaties and organizations, and to actively work toward reclassifying China as "upper middle income," "high income," or "developed" where possible. It requires a report within 180 days identifying treaties where China might receive special treatment based on its current status. The State Department must pursue this reclassification in relevant international bodies (like the WTO) and ensure China no longer receives preferential treatment tied to its developing-country status. The bill affects how China engages with global trade and climate agreements, directly changing its international economic classification.

This is a procedural bill focused on preserving Cuba's current status on the terrorism list until the specified conditions are met.
