Maddy summaryThis bill directs the Secretary of Defense to add the names of 74 crew members lost when the USS Frank E. Evans sank in 1969 to the Vietnam Veterans Memorial Wall within one year of the bill's enactment. It requires consultation with other agencies to address space limitations for name placement and explicitly exempts this addition from standard commemorative memorial rules under the Commemorative Works Act. The measure directly honors the deceased crew members and affects how their names are displayed on a national memorial.

Maddy summaryHR 3817, the Mental Health Workforce and Language Access Act of 2023, creates a federal grant program to help community health centers hire bilingual mental health staff who can communicate directly with patients who have limited English proficiency. The bill allocates up to $10 million annually (2024-2029) to fund these grants, prioritizing health centers where at least 10% of patients primarily speak a language other than English. Health centers receiving grants must use funds to recruit qualified staff - such as licensed counselors or supervised trainees - who speak both English and another language fluently, and to report on program effectiveness to Congress. This directly affects patients with limited English proficiency seeking behavioral health services at participating community health centers.
San Gabriel Mountains Protection Act This bill designates wilderness areas and wild and scenic rivers in California and modifies the boundaries of the San Gabriel Mountains National Monument in California to include additional National Forest System (NFS) land. Specifically, the monument shall include approximately 109,167 acres of additional NFS land. The bill designates parcels of NFS land as wilderness and components of the National Wilderness Preservation System to create the Condor Peak Wilderness and Yerba Buena Wilderness and to add to the San Gabriel Wilderness and Sheep Mountain Wilderness. The bill designates specified wild and scenic rivers. The Department of Agriculture may issue a special use authorization to the owners of a water transport or diversion facility located on NFS land in the Pleasant View Ridge Wilderness for the continued operation, maintenance, and reconstruction of the facility if specified conditions are met.
Northwest California Wilderness, Recreation, and Working Forests Act This bill addresses issues involving the management of federal lands in northern California. The bill designates various wilderness areas, potential wilderness areas, and wild and scenic rivers. The bill establishes the South Fork Trinity-Mad River Restoration Area, the Horse Mountain Special Management Area, and the Sanhedrin Special Conservation Management Area. The Department of the Interior may carry out initiatives to restore degraded redwood forest ecosystems in Redwood National and State Parks in partnership with California, local agencies, and nongovernmental organizations. The bill establishes the California Public Land Remediation Partnership to support coordination of activities among federal, state, tribal, and local authorities and the private sector in the remediation of federal land in the state affected by illegal marijuana cultivation or other illegal activity. The bill authorizes construction of visitor centers in Weaverville and Del Norte County. Interior must study the feasibility and suitability of establishing overnight accommodations near Redwood National and State Parks. Interior, in revising the certain fire management plans, must (1) develop spatial fire management plans in accordance with specified guidance and other appropriate policies; and (2) ensure that such plans consider how prescribed or managed fire can be used to achieve ecological management objectives of wilderness and other natural or primitive areas.
Maddy summaryHRES 483 is a symbolic resolution recognizing June 2023 as "Immigrant Heritage Month" to celebrate immigrants and their children for their contributions to U.S. health, safety, diversity, and prosperity. It highlights immigrants' roles in critical sectors like healthcare (including 27% of physicians) and the economy (e.g., 44% of Fortune 500 companies founded by immigrants or their descendants). The resolution urges the House to celebrate immigrant contributions, welcome immigrants, and work toward "smart and just immigration policy." As a non-binding resolution, it does not change laws but formally acknowledges immigrants' historical and ongoing impact on U.S. society.
Maddy summaryThe Debt-Free College Act of 2023 establishes a State-Federal partnership program to provide debt-free college for eligible students at in-state public institutions of higher education. Participating states would cover students' unmet financial need (the difference between cost of attendance and available aid), while maintaining or increasing their investment in public higher education. The bill requires states to cap tuition increases (based on inflation), maintain need-based aid programs, and implement student success initiatives to support low-income and underserved students. It also creates a separate grant program for HBCUs and MSIs to provide similar debt-free college opportunities, and expands federal financial aid eligibility to include "Dreamer students" (DACA recipients).
Maddy summaryThe American Family Act establishes a monthly child tax credit of $250 per month for each child under age 6 and $300 per month for each child aged 6-18, with income limits of $150,000 for joint filers and $112,500 for other filers. The credit is refundable, meaning it can be paid even if the taxpayer owes no income tax, and will be adjusted annually for inflation. The bill includes detailed rules for determining eligibility, including requirements that the child resides with the taxpayer for more than half the month and provisions to prevent fraud through recapture of improperly received payments. The credit will be paid monthly in advance rather than as a single annual payment, with specific mechanisms for calculating and distributing the payments.
Maddy summaryHR 3861, the Filing Relief for Natural Disasters Act, extends federal tax filing deadlines for taxpayers affected by disasters. It allows state governors (or the D.C. mayor) to request postponement of tax deadlines when a disaster is declared under *state* law, not just federal declarations. The bill increases the maximum extension period from 60 to 120 days for affected taxpayers in all U.S. states, territories (including Puerto Rico, Guam, and the U.S. Virgin Islands), and the District of Columbia. This change directly impacts individuals and businesses needing more time to file taxes after qualifying natural disasters.
Maddy summaryHR 698, the Assault Weapons Ban of 2023, prohibits the sale, manufacture, transfer, and possession of specific firearms and ammunition devices commonly referred to as "assault weapons" and "large capacity magazines" in interstate commerce. The bill defines "semiautomatic assault weapons" to include rifles like AR-15s and AK-47s, as well as firearms with specific features such as folding stocks, pistol grips, threaded barrels, and detachable magazines holding more than 15 rounds. It exempts law enforcement, military, antique firearms, and weapons already lawfully owned before the law's enactment (known as "grandfathered" weapons). The bill also requires new identification markings on these weapons and large capacity magazines, and adds background check requirements for transfers of grandfathered weapons.
