Access Technology Affordability Act of 2023

Maddy summaryThis bill creates a new tax credit for expenses related to "qualified access technology for the blind" under the Internal Revenue Code. It allows taxpayers to claim a credit of up to $2,000 per year (adjusted for inflation) for costs paid for hardware, software, or IT that converts visual information into formats usable by blind individuals, covering the taxpayer, their spouse, or a dependent who is blind. The credit is limited to $2,000 over any three consecutive tax years per blind individual and expires after 2028. It directly affects blind individuals and their families who purchase qualifying assistive technology. The credit cannot be claimed for expenses already covered by other tax deductions or credits.

HIKE Act

Maddy summaryHR 2887, the HIKE Act, amends the boundary of the Santa Monica Mountains National Recreation Area by officially adding the "Rim of the Valley Unit" (previously proposed in a 2022 map) to the existing recreation area. This change directly affects how the National Park Service administers the added land, requiring it to be managed under the same laws as the current recreation area. The bill ensures existing water and utility operations within the added area can continue, provided they minimize environmental impact. It is a procedural boundary adjustment with no new funding or policy changes.

AM Radio for Every Vehicle Act of 2023

Maddy summaryThis bill requires that AM radio receivers be included as standard equipment in all new motor vehicles (such as cars and trucks) sold in the United States, with a rule to be issued by the Department of Transportation within one year. The rule must ensure AM radio is easily accessible on the dashboard and allows manufacturers to use digital AM radio technology instead of traditional AM. During the one-year period between the bill's enactment and the rule's effective date, manufacturers must clearly label vehicles without AM radio. The bill also directs a study to evaluate whether an alternative system could deliver emergency alerts as reliably as AM radio across the country, especially during crises.

Maddy summaryHR 3538, the "No Pay for Congress During Default or Shutdown Act," requires Members of Congress to forfeit one day’s pay for each 24-hour period the government defaults on debt or shuts down due to funding gaps. FIGHT Act

Maddy summaryThe FIGHT Act (HR 2742) amends the Animal Welfare Act to specifically target animal fighting events, such as cockfighting, by defining "rooster" as any male chicken over six months old and banning the live broadcasting (simulcasting) of such events. It prohibits using the postal service or interstate transport to move roosters for animal fighting purposes and adds civil enforcement tools allowing citizens to sue violators after a 60-day notice period. Fines up to $5,000 per violation may be imposed, and property used in animal fighting ventures can be seized. These changes strengthen enforcement against animal fighting by expanding legal remedies for the public and authorities.
