Protecting and Restoring Our Trees by Enhancing Conservation and Treatments Act or the PROTECT Act This bill categorically excludes forest management activities carried out on specified public lands from requirements to conduct environmental assessments and environmental impact statements. In order to be excluded from environmental review, the primary purposes of such activities must be to address insect or disease infestations, reduce hazardous fuel loads, protect municipal water sources, protect critical habitats from catastrophic disturbances, increase water yield, remove dead or dying trees or trees at high risk of dying, or facilitate native species restoration. The bill limits the categorical exclusion to activities that manage up to 10,000 acres of land. However, activities that manage up to 30,000 acres of land may be categorically excluded from environmental review if the activities are developed through a collaborative process, proposed by certain resource advisory committees, or covered by community wildfire protection plans.

Necessary to Ensure Expeditious Delivery of Water Act or the NEED Water Act This bill addresses drought in California. The bill requires the Department of Commerce and the Department of the Interior to direct the operations of the Central Valley Project and allow operations of the State Water Project ( both in California) to provide the maximum quantity of water supplies possible to (1) the Central Valley Project agricultural, municipal and industrial, and refuge service and repayment contractors; and (2) State Water Project contractors. The bill extends the authority for the funding of federally owned storage projects and state-led storage projects that Interior determines to be feasible before January 1, 2031. The bill extends various water projects in California until December 31, 2031. The bill extends federal agency cooperation with state and local agencies to resolve water resource issues concerning the conservation of endangered species in any consultation or reconsultation on the coordinated operation of the Central Valley Project and the State Valley Project until December 31, 2036.
Jobs and Opportunity with Benefits and Services for Success Act This bill renames the Temporary Assistance for Needy Families (TANF) program as the Jobs and Opportunity with Benefits and Services (JOBS) program, reauthorizes the program through FY2027, and makes changes relating to work requirements for beneficiaries. States providing aid under the program shall create an individual opportunity plan for each beneficiary. States shall impose work requirements on all work-eligible beneficiaries and shall reduce benefits for noncompliance. (Currently, individual plans are optional under TANF, and states have discretion as to whether to reduce benefits for noncompliant individuals.) States providing aid shall meet annual performance targets related to the number of beneficiaries who exit the program and find unsubsidized employment. The Department of Health and Human Services (HHS) shall reduce grants to states that fail to meet such targets. States shall provide data related to beneficiary employment and wages to HHS, which shall be publicly available. The bill modifies certain limitations that restrict the use of funds for case management and other purposes and requires states to spend at least 25% of funds from various grants on core activities. Certain existing laws relating to monitoring and recovering improper benefits payments shall apply to the JOBS program. The bill eliminates programs providing (1) supplemental grants for population increases, (2) bonuses for high performance states, (3) welfare-to-work grants, and (4) contingency funds for state welfare programs.

Pandemic Unemployment Assistance Fraud Protection Act This bill creates several requirements for states to address fraudulent claims for Pandemic Unemployment Assistance (PUA), temporarily increases penalties for fraud related to PUA, and requires each state to establish a hotline for victims of unemployment fraud. Specifically, the bill requires states to cross reference PUA claims with federal and state prison records and E-Verify to ensure that claimants are eligible for PUA, submit to the Department of Labor plans to recover fraudulently obtained PUA, develop an anti-fraud task force to investigate and recover fraudulently obtained PUA, make restitution to Labor for the amount of any overpayment of PUA made by the state, and establish a hotline designed to encourage individuals who are victims of unemployment fraud and have received an incorrect statement of unemployment compensation to report that fraud. The bill also temporarily enhances the maximum penalty for fraud related to PUA through December 31, 2021, so that the offense is classified as fraud in relation to a presidentially declared major disaster or emergency and punishable by up to 30 years imprisonment, a fine of up to $1,000,000, or both.
