Homes for Every Local Protector, Educator, and Responder Act of 2021 or the HELPER Act of 2021 This bill establishes a program administered by the Department of Housing and Urban Development to provide mortgage assistance to law enforcement officers, elementary and secondary school teachers, firefighters, or other first responders. Specifically, these individuals may be eligible for a one-time mortgage on a primary family residence with no down payment and no monthly mortgage insurance premium.
Enhance Access To SNAP Act of 2021 or the EATS Act of 20 21 This bill expands eligibility for the Supplemental Nutrition Assistance Program to students attending institutions of higher education.
This bill revises the Redbank and Fancher Creeks flood control project in California to authorize the U.S. Army Corps of Engineers (USACE) to allow a nonfederal interest to establish conservation pools in the Big Dry Creek Reservoir and the Fancher Creek Reservoir. Under this bill, a nonfederal interest that intends to establish a conservation pool must (1) perform any dam safety study that the USACE deems appropriate for determining whether the pool will affect flood protections or injure the public, and (2) submit the plan to the USACE for establishing and engineering the pool so it will not affect flood protections or injure the public. For these pools, the USACE may accept and expend funds provided by the nonfederal interest for reviewing any study, engineering, or plan to ensure compliance with federal standards. Further, the USACE may revise the water control manual for the flood control project. The bill requires the nonfederal cost share to be 90%.
Transforming Hiring in Rural Industries and Vital Economies Act of 202 1 This bill establishes the White House Rural Council within the Executive Office of the President to make recommendations and coordinate the efforts of the executive branch regarding economic development in rural areas.
This bill allows certain federal water infrastructure loans to have maturity dates of up to 55 years. For a secured loan for a water infrastructure project with a useful life of more than 35 years, the final maturity date of the loan shall be no later than the earlier of (1) 55 years after the project's substantial completion, or (2) the useful life of the project. Currently, the latest possible maturity date for this type of loan is 35 years from the project's substantial completion.
Transit to Trails Act of 2021 This bill directs the Department of Transportation (DOT) to establish the Transit to Trails Grant Program to award grants to certain governmental and private entities for projects that increase transportation access and mobility to public lands, inland and coastal waters, parkland, or monuments for critically underserved communities. For example, DOT must (1) prioritize approving certain projects, such as projects that use low-or zero-emission vehicles and those that provide free or discounted rates for low-income riders; (2) develop transportation planning procedures for projects conducted under the program that are consistent with metropolitan and statewide planning processes; and (3) ensure that all new transportation connectors and routes developed under the program are accessible to people with disabilities. The bill requires grant awards to be at least $25,000 and not more than $500,000. Further, the bill requires publicized schedules and routes for transportation systems that are developed after the receipt of a grant under the program.
This concurrent resolution commemorates the 30th anniversary of Operation Provide Comfort (the humanitarian operation to defend and deliver aid to Kurdish refugees fleeing attacks by the Hussein regime), and it reaffirms the strong American-Kurdish partnership.
Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation-exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.
This joint resolution proposes a constitutional amendment declaring that women shall have equal rights in the United States and every place subject to its jurisdiction. The amendment prohibits the United States or any state from denying or abridging equal rights under the law on account of sex.
