Social Determinants for Moms Act

Social Determinants for Moms Act This bill requires the Department of Health and Human Services (HHS) to establish a task force and a grant program to address social determinants of maternal health. These are nonmedical factors that impact maternal health outcomes, such as transportation, food security, and economic security. The task force, composed of federal and nonfederal stakeholders, must develop strategies and coordinate efforts to eliminate preventable maternal mortality, severe maternal morbidity, and maternal health disparities. Additionally, HHS must award grants to community-based organizations, nonprofits, tribal organizations, public health departments, or consortia of these entities to address social determinants of maternal health and eliminate disparities in maternal health outcomes.

Maternal Health Pandemic Response Act

Maddy summaryHR 3304, the Maternal Health Pandemic Response Act, allocates $190 million to improve maternal and infant health outcomes during public health emergencies. It funds CDC programs to collect and analyze racial, ethnic, and demographic data on pregnant and postpartum individuals affected by infectious diseases, requiring public reporting of disaggregated data (by race, ethnicity, and geography) to address health disparities. The bill also establishes a federal task force to develop recommendations for respectful, equitable maternity care during emergencies, including telehealth access, mental health support, and culturally appropriate services. These provisions directly affect pregnant and postpartum people, particularly those from racial and ethnic minority groups facing higher maternal mortality risks.

Smarter Approaches to Nuclear Expenditures Act

Maddy summaryHR 3472, the Smarter Approaches to Nuclear Expenditures Act, limits U.S. nuclear spending by imposing specific caps and prohibitions on weapons systems and programs. It restricts the Navy to eight Columbia-class submarines, caps deployed strategic warheads at 1,000, limits ICBMs to 150, and prohibits funding for new systems like the LGM-35 Sentinel missile, F-35 nuclear capability, low-yield warheads, and the Uranium Processing Facility. The bill also bans new submarine-launched cruise missiles, the W-93 warhead, and space-based missile defense, while requiring annual reports to Congress on implementation and cost savings. These provisions directly affect the Department of Defense and Energy budgets by halting planned modernization projects and redirecting funds.

Keeping All Students Safe Act

Maddy summaryThe Keeping All Students Safe Act prohibits the use of "unlawful" seclusion and restraint in schools, including physical restraint that's life-threatening, contraindicated for a student's disability, or not properly trained for. It requires schools to use less restrictive interventions first, mandates training for school personnel in crisis intervention, and establishes reporting requirements for restraint incidents, including immediate parent notification and annual public reporting. The bill prohibits using physical restraint as a planned intervention in student education plans and requires states to submit compliance plans with data on restraint incidents disaggregated by race, disability status, and other factors. It applies to public schools and programs receiving federal funding, but does not affect private schools not receiving federal funds or home schools.

Clean Energy Minerals Reform Act of 2023

Maddy summaryThe Clean Energy Minerals Reform Act of 2023 establishes a new regulatory framework for hardrock mineral mining on federal lands, replacing the 1872 Mining Law. It requires permits for exploration and operations, imposes new royalty rates (minimum 8-12.5% of gross value), and creates a new Abandoned Hardrock Mine Reclamation Program funded by fees and royalties. The bill establishes a "small miner's lease" program with reduced fees for small operations (up to 200 acres) and requires financial assurance to cover reclamation costs. It also mandates consultation with Indian Tribes before mineral activities that may impact tribal lands or resources, and prohibits mining in protected areas including National Parks, wilderness areas, and sacred sites. The bill applies to all existing mining claims and new mineral activities on federal lands, with new rules taking effect upon enactment.
