Supporting Innovation in Agriculture Act of 2025

Maddy summaryHR 1705 creates a new 30% federal tax credit for agricultural businesses investing in qualifying technology projects focused on specialty crop production. The credit applies to eligible equipment, software, and systems used in precision agriculture (like GPS-guided tools for efficient input use) or controlled environment agriculture (indoor farming systems with climate control and automation). Businesses can claim this credit for property placed in service after January 1, 2025, with projects needing completion by December 31, 2035. The bill specifically targets innovations that improve efficiency in growing, processing, or packaging specialty crops as defined in existing law.

To nullify the final rule issued by the Environmental Protection Agency relating to "New Source Performance Standards for Greenhouse Gas Emissions From New, Modified, and Reconstructed Fossil Fuel-Fired Electric Generating Units; Emission Guidelines for Greenhouse Gas Emissions From Existing Fossil Fuel-Fired Electric Generating Units; and Repeal of the Affordable Clean Energy Rule".

Maddy summaryHR 1651 would nullify a specific Environmental Protection Agency (EPA) rule finalized on May 9, 2024. This rule established emissions standards for greenhouse gases from new, modified, and reconstructed fossil fuel power plants, set guidelines for existing plants, and repealed the previous "Affordable Clean Energy Rule." The bill would make this EPA rule unenforceable, directly affecting fossil fuel power plants by removing these federal emissions requirements. It does not create new regulations but cancels an existing EPA rule.

Expressing support for the Iranian people's desires for a democratic, secular, and nonnuclear Republic of Iran, and condemning the Iranian regime's terrorism, regional proxy war, internal suppression, and for other purposes.

Maddy summaryHRES 166 is a non-binding House resolution expressing U.S. support for the Iranian people's desire for a democratic, secular, and nonnuclear republic. It condemns the Iranian regime's terrorism, regional proxy wars, internal suppression of ethnic and religious minorities, and human rights abuses - including executions and repression of women-led protests. The resolution calls for holding the regime accountable through sanctions, supports the Ten-Point Plan for Iran’s democratic transition, and urges protection for Iranian political refugees in Albania. It does not create new laws but affirms U.S. policy alignment with Iranian protesters' demands.

Defund NPR Act

Maddy summaryHR 1595, the Defund NPR Act, would block all federal funding for National Public Radio (NPR) and any successor organization after the bill's enactment. It amends the Communications Act of 1934 to prohibit direct or indirect federal funds from supporting NPR, including through public broadcast stations using federal money for programming or dues. This would end federal financial support for NPR's operations, affecting the organization directly but not impacting other public broadcasting entities. The bill specifically targets NPR's funding stream without altering other public broadcasting rules.

Protecting American Agriculture from Foreign Adversaries Act of 2025

Maddy summaryThis bill requires the U.S. Department of Agriculture (USDA) to join the Committee on Foreign Investment in the United States (CFIUS) for reviews of certain transactions involving foreign adversaries. It specifically targets acquisitions of U.S. agricultural land, biotechnology, or agriculture-related infrastructure (like transportation, storage, or processing) by entities from China, North Korea, Russia, or Iran. The USDA must notify CFIUS about reportable transactions, prompting the committee to determine if a full review is needed. The provisions expire for any country removed from the official list of foreign adversaries in federal regulations.

Protecting Life from Chemical Abortions Act

Protecting Life from Chemical Abortions Act This bill nullifies certain changes made by the Food and Drug Administration (FDA) to dispensing requirements for mifepristone. (Mifepristone is a drug that is approved to end pregnancies through 10 weeks gestation when used in conjunction with the drug misoprostol. The procedure is often referred to as medication abortion or the abortion pill.) The FDA regulates mifepristone through the Mifepristone Risk Evaluation and Mitigation Strategy (REMS) program. The program requires health care providers to comply with certain requirements in order to prescribe or dispense mifepristone to end a pregnancy; the program previously included an in-person dispensing requirement that required mifepristone to be directly dispensed to patients in clinics, medical offices, or hospitals. During the COVID-19 public health emergency, the FDA stopped enforcing the in-person dispensing requirement, which allowed mail-order pharmacies to fill and dispense mifepristone prescriptions. In January 2023, the FDA modified program requirements so as to (1) remove the in-person dispensing requirement, and (2) require pharmacies to be program-certified in order to dispense mifepristone. The modifications allow certified retail pharmacies to dispense mifepristone pursuant to prescriptions that are written by certified prescribers. The bill nullifies the January 2023 changes and prohibits the FDA from (1) exercising any enforcement discretion with respect to program requirements, or (2) reducing program protections until every state submits certain data regarding abortions to the Centers for Disease Control and Prevention. The bill also generally prohibits the declaration of a public health emergency with respect to abortions.

Reinforcing Sanctions on Iranian Terrorists Act

Maddy summaryHR 1489 requires the President to determine within 90 days whether to impose U.S. sanctions on Iran Airports Company, a state-owned enterprise that operates Iranian airports and facilitates Mahan Air’s operations. The bill targets the airport company because it supports Mahan Air, an Iranian airline already sanctioned for allegedly aiding Iran’s Islamic Revolutionary Guards Corps - Qods Force by transporting fighters, arms, and funds. This bill does not impose new sanctions but mandates a formal review under existing authority (Executive Order 13224) to assess whether the airport company should face sanctions for enabling Mahan Air’s activities. It directly affects Iran Airports Company and foreign entities that assist Mahan Air, with no immediate policy change beyond the required presidential determination.

Calling on the United Kingdom, France, and Germany (E3) to initiate the snapback of sanctions on Iran under United Nations Security Council Resolution 2231 (2015).

Maddy summaryThis resolution urges the UK, France, and Germany (the E3) to trigger the UN Security Council's "snapback" mechanism under Resolution 2231 to reimpose nuclear-related sanctions on Iran before the mechanism expires on October 18, 2025. It cites Iran's violations of the 2015 nuclear deal (JCPOA), including enriching uranium to 60% purity, expanding nuclear facilities, and blocking IAEA inspections. The E3 would need to formally request the UN Security Council to restore sanctions lifted under the JCPOA. The resolution does not impose sanctions itself but calls for diplomatic action to prevent Iran from advancing its nuclear program.

Wildfire Response Improvement Act

Maddy summaryThis bill requires FEMA to update its wildfire response policies within one year of enactment. It expands eligibility for fire management assistance to include emergency stabilization efforts regardless of incident timing, updates FEMA's public assistance guide to address wildfire-specific recovery challenges (like debris removal and water toxicity), and mandates a review of cost-effectiveness criteria for wildfire mitigation projects. The review will establish standardized benefits for defensible space projects, prioritize nature-based infrastructure, and consider smoke impacts and water infrastructure protection. These changes directly affect wildfire-impacted communities and FEMA's administration of federal disaster aid under the Stafford Act.
