To prohibit the Administrator of the Environmental Protection Agency from finalizing, implementing, or enforcing the proposed rule related to revisions to the air emissions reporting requirements, and for other purposes.

Maddy summaryHR 6813 blocks the Environmental Protection Agency (EPA) from finalizing, implementing, or enforcing a specific proposed rule about air emissions reporting. The bill directly targets the EPA Administrator, preventing action on the "Revisions to the Air Emissions Reporting Requirements" rule published in the Federal Register on August 9, 2023. This bill does not change current reporting rules but stops the EPA from moving forward with this particular revision. The key mechanism is a direct prohibition on the EPA's regulatory actions regarding this specific rule.

Stopping Unconstitutional Background Checks Act

Maddy summaryHR 6734 prohibits the use of federal funds to finalize, implement, or enforce the Bureau of Alcohol, Tobacco, Firearms, and Explosives' (ATF) proposed rule (2022R-17) defining "engaged in the business as a dealer in firearms." This bill directly affects the ATF by blocking funding for this specific regulatory rule, which was proposed in August 2023. The legislation does not create new requirements but prevents federal resources from being used to advance this particular ATF regulation.

Woman’s Right To Know Act

Maddy summaryHR 6636, the "Woman’s Right To Know Act," requires abortion providers performing or attempting abortions to provide specific information to patients 24 hours before the procedure. This includes showing an ultrasound, sharing results, and obtaining a signed consent form detailing the fetus's gestational age, medical risks of the procedure, and fetal developmental characteristics (like heartbeat and organ development). The bill imposes civil penalties of $100,000-$250,000 per violation and allows patients to sue for triple damages and attorney fees if providers fail to comply, with exceptions for life-threatening medical emergencies. It directly affects abortion providers in interstate commerce and applies to all patients seeking abortions, while clarifying it does not override stricter state abortion disclosure laws.

Pregnancy Is Not an Illness Act of 2023

Maddy summaryThis bill prohibits the Department of Health and Human Services (including the FDA) from treating pregnancy as an illness when approving abortion drugs under the Federal Food, Drug, and Cosmetic Act. It specifically nullifies existing approvals of abortion drugs like mifepristone that relied on pregnancy being classified as an illness. The law requires the FDA to stop using this framework for approving or managing risk strategies for abortion drugs. This directly affects how the FDA regulates abortion medications, removing a specific basis for their current approval status.

Love Them Both Act of 2023

Maddy summaryThe Love Them Both Act of 2023 prohibits the Equal Employment Opportunity Commission (EEOC) and the Office of Congressional Workplace Rights from finalizing, implementing, or enforcing any regulations under the Pregnant Workers Fairness Act that apply to abortion or abortion-related services. This bill directly restricts two federal agencies' regulatory authority by banning rules that would require workplace accommodations related to abortion. The key provision is a specific ban on including abortion coverage or related services in the regulatory framework of the Pregnant Workers Fairness Act. The bill does not amend the underlying law but limits its implementation to exclude abortion-related matters. As a result, workplace accommodations under this law would not extend to abortion-related needs.

PREEMIE Reauthorization Act of 2023

Maddy summaryThis bill reauthorizes and extends federal funding for research and support services related to preterm birth through 2028, replacing the previous 2019-2023 funding period. Key provisions include adding chronic condition screening and treatment to maternal health education services, mandating an interagency working group on prematurity within 18 months, and requiring a National Academies study on preterm birth costs, risk factors, and program gaps. The study must assess neonatal care expenses, societal impacts, and effective prevention strategies, with a final report due within 24 months. These changes directly affect preterm infants, their families, healthcare providers, and federal agencies managing maternal health programs.

No Representation Without Legal Immigration Act

Maddy summaryThis bill would amend the census law to exclude non-citizen residents from the population count used to determine congressional representation. It directly affects states with significant non-citizen populations, as their number of House seats could decrease in future apportionments. The key provision changes the statutory language to explicitly exclude "individuals who are not citizens of the United States" from the population figure. This change would apply starting with the 2030 census and all subsequent decennial counts.

Protect American Gun Exporters Act

Maddy summaryHR 6504, the Protect American Gun Exporters Act, blocks the Department of Commerce from implementing a pause on new export licenses for specific firearm exports (items under Commerce Control List numbers 0A501, 0A502, 0A504, and 0A505). The bill directly affects U.S. gun exporters by preventing the Commerce Secretary from enforcing the October 2023 pause or similar restrictions on these exports. Key provisions prohibit the Secretary from taking any action to carry out the pause unless it follows standard regulatory processes, including a required impact analysis and compliance with the Administrative Procedure Act and Congressional Review Act. This bill does not create new export rules but stops the existing pause on certain firearm exports.

Disapproving the rule submitted by the Consumer Financial Protection Bureau relating to "Small Business Lending Under the Equal Credit Opportunity Act (Regulation B)".

Maddy summaryH.J.Res. 66 disapproves a specific rule issued by the Consumer Financial Protection Bureau (CFPB) regarding small business lending under the Equal Credit Opportunity Act (Regulation B). The resolution, if passed, would prevent this CFPB rule from taking effect by declaring it "have no force or effect." The rule in question (88 Fed. Reg. 35150) aimed to clarify how lenders must evaluate small business loan applications under existing equal credit laws. This disapproval directly affects the CFPB's regulatory authority and would block the rule's implementation for small business lenders and financial institutions.
