Expressing support for the designation of October 1 through October 7, 2023, as "National 4-H Week".

Maddy summaryThis resolution expresses the U.S. House of Representatives' support for designating October 1-7, 2023, as "National 4-H Week." It recognizes 4-H as the nation's largest youth development organization, serving nearly 6 million young people through programs in health, science, agriculture, and civic engagement, delivered by land-grant universities and over 600,000 volunteers. The resolution does not create new laws or funding but formally acknowledges 4-H's role in empowering youth leadership and encourages public recognition of its impact. It directly affects 4-H members, volunteers, and the broader network of land-grant institutions and the USDA's Cooperative Extension System.

Death Tax Repeal Act

Maddy summaryThe Death Tax Repeal Act would eliminate the federal estate tax and generation-skipping transfer tax for estates of people who die on or after the bill's enactment date, and for generation-skipping transfers made after that date. It would also establish a new $10 million lifetime gift tax exemption (adjusted annually for inflation) and replace the existing gift tax rate schedule with a revised structure. These changes would primarily affect high-net-worth individuals and their heirs, as the estate tax and gift tax typically apply to large estates or gifts exceeding the new exemption threshold. The bill's provisions would take effect on the date of enactment, with transitional rules for the year the bill is signed into law.

RIFLE Act of 2024

Maddy summaryThe RIFLE Act of 2024 changes how the federal government handles violations by firearms licensees, affecting gun dealers and manufacturers who hold federal licenses. It creates a graduated penalty system where non-willful violations require the Attorney General to work with licensees to fix issues before taking action, while willful violations may lead to license suspension or revocation only after proper notice, hearing, and evidence of continued noncompliance. The bill establishes new procedures for administrative hearings, defines "willful" violations more clearly, and gives licensees 90 days to liquidate inventory after license expiration or revocation, with extensions possible for reasonable cause. These changes aim to create a more transparent process for addressing violations while maintaining public safety standards.

To establish the Commission on National Agricultural Statistics Service Modernization to modernize the data collection and reporting processes of the National Agricultural Statistics Service, and for other purposes.

This bill establishes the Commission on National Agricultural Statistics Service (NASS) Modernization to study and provide recommendations on modernizing and streamlining data collection at NASS. (NASS conducts the Census of Agriculture and provides official statistics on agricultural production and other farm sector indicators.) The 11-member commission must include 4 specified members from the Department of Agriculture, 1 member from the Bureau of Labor Statistics, and 6 members appointed by the House and Senate Agriculture Committees. At the request of the commission chair, federal agencies must provide the commission information related to the study. The commission must submit a report to the President and Congress on the results of the study within three years of the bill's enactment. The report must include (1) an inventory of surveys conducted by NASS and their frequency; and (2) recommendations for administrative, regulatory, and legislative changes.

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Food and Nutrition Service relating to "Application of Bostock v. Clayton County to Program Discrimination Complaint Processing-Policy Update".

Maddy summaryH.J.Res. 92 seeks congressional disapproval of a 2022 rule from the Food and Nutrition Service (FNS) that updated how discrimination complaints are processed in federal nutrition programs (like SNAP) following the *Bostock v. Clayton County* Supreme Court decision. The bill aims to block the rule’s implementation, which would have required agencies to handle discrimination complaints under the expanded protections established by *Bostock* (covering LGBTQ+ individuals). If passed, the resolution would make the FNS policy update ineffective, maintaining the previous complaint processing approach. This affects how federal nutrition programs address discrimination claims but does not change the underlying anti-discrimination law.

Comprehensive Congressional Budget Act of 2024

Maddy summaryThis bill would create a new annual budget process requiring Congress to produce a single comprehensive budget act that includes all federal spending and revenue, rather than the current fragmented system where appropriations bills and direct spending/revenue policies are handled separately. It sets specific deadlines: Congress must adopt a budget resolution by April 15, committees must submit direct spending and revenue line items by May 15, and the House must report the full budget act by June 10. The bill repeals the current reconciliation process and requires committees to submit their spending and revenue proposals for inclusion in the annual budget. This reform aims to make Congress more involved in fiscal decision-making, improve program coordination, and better control deficits and debt. It would directly affect all congressional committees and the budget process for all federal spending and revenue.

BOP Release Card ID Act of 2024

Maddy summaryThe BOP Release Card ID Act of 2024 requires the Bureau of Prisons to issue a photo identification card meeting federal standards to U.S. citizen prisoners released from federal custody. The card must be valid for at least 18 months and accepted by federal programs like Social Security, Medicaid, Medicare, and SNAP, as well as for entry into federal buildings. The bill also directs the Attorney General to provide guidance to states on issuing similar cards for state prisoners, with annual reports to Congress on progress.

REMAIN in Mexico Act of 2024

Maddy summaryThe REMAIN in Mexico Act of 2024 would require the U.S. government to reinstate the Migrant Protection Protocols (MPP), a policy that forces certain asylum seekers to wait in Mexico while their U.S. immigration cases are processed. It directly affects asylum seekers from Mexico and Central America who are seeking entry to the United States and would be subject to the MPP under this law. The bill mandates implementation of the MPP as described in a 2019 policy memo by former Homeland Security Secretary Nielsen. This would reverse the current administration's decision to end the program, requiring asylum seekers to remain in Mexico during their immigration proceedings.

Whole Milk for Healthy Kids Act of 2023

Maddy summaryHR 1147, the Whole Milk for Healthy Kids Act of 2023, allows schools participating in the National School Lunch Program to offer whole milk as an option during lunch. It amends the school lunch law to explicitly permit schools to serve flavored and unflavored whole milk alongside reduced-fat, low-fat, and fat-free milk choices for students. The bill also requires the Secretary of Agriculture to adjust meal regulations to account for saturated fat from whole milk, ensuring it doesn't count against meal fat limits. This change directly affects participating schools and the students who receive school lunches, expanding their milk beverage options.
