Stop Secret Spending Act of 2025 This bill expands a requirement for federal agencies to report expenditures on the USAspending.gov website to include other transaction agreement expenditures. (Other transaction agreements, or OTAs, are contractual instruments other than standard procurement contracts, grants, or cooperative agreements; they are exempt from many federal procurement laws and regulations). Under current law, federal agencies must report expenditures on federal awards to USAspending.gov with the term federal award defined as federal grants, loans, cooperative agreements, contracts, and certain other types of expenditures. This bill expands the definition of federal award to include expenditures under OTAs, and therefore such expenditures must be included on the USAspending.gov website. The Department of the Treasury must ensure that data relating to OTAs are automatically transmitted to the website and a centralized view of this data is available on the website. Treasury must also annually post on the USAspending.gov website a report that includes (1) the total amount of federal spending on federal awards for which data has not been posted on the website, and (2) the reason why such spending data was not posted. For 10 years after enactment, the Office of Inspector General of specified federal agencies must periodically submit to Congress and make publicly available a report assessing the agency's spending data and use of data standards.

Lulu’s Law (S 1003) requires the Federal Communications Commission (FCC) to issue a rule within 180 days of enactment allowing wireless emergency alerts for shark attacks. This change would add shark attacks to the list of events covered by the existing wireless alert system, which currently includes threats like severe weather and Amber Alerts. The bill directly affects coastal communities, beachgoers, and local emergency management agencies in areas with shark activity. The policy is a technical update to the alert system's scope, not a new program or mandate for sending alerts.

Holocaust Expropriated Art Recovery Act of 2025 This act permanently extends and expands judicial authority under the Holocaust Expropriated Art Recovery Act of 2016. The law allows and establishes procedures for civil claims and causes of action to recover artwork and other property lost between 1933 and 1945 because of Nazi persecution. Among the changes, the act removes the deadline for filing civil claims or causes of action. Currently, the filing deadline is December 31, 2026. (Claims must still be filed within six years of the claimant's discovery of the property in question.) The act permits courts to exercise jurisdiction over civil claims or causes of action against a foreign state without regard to the nationality or citizenship of the alleged victim. The art or property at issue must still have a connection to the foreign state's commercial activities in the United States. Additionally, the act authorizes nationwide service of process, which allows courts to exercise personal jurisdiction over defendants in any judicial district where they may be found, reside, have an agent, or transact business. Finally, the act limits the defenses that may be asserted against civil claims or causes of action, including by prohibiting defenses based on the passage of time, including equitable defenses such as laches (i.e., unreasonable delays); and discretionary bases for dismissal that are unrelated to the merits of the claim, including international comity (i.e., deference to the laws of other countries). These changes apply to pending and future civil claims or causes of action.

Miracle on Ice Congressional Gold Medal Act This act provides for the award of Congressional Gold Medals to the members of the 1980 U.S. Olympic men's ice hockey team in recognition of the team's achievement at the 1980 Winter Olympic Games.
