Maddy summaryThis bill allows local municipalities to let taxpayers choose to receive tax notices via email or other digital methods instead of traditional mail. It creates a program where residents can waive their right to physical mail notifications and opt for electronic delivery of tax information. The law clarifies that receiving notice by any method, including digital, is sufficient and that failing to receive a notice does not excuse the payment of taxes. This change applies to cities and towns that currently send tax bills through the postal service.

Maddy summaryThis bill removes the requirement for the state attorney general to review and approve agreements between local towns and cities. It allows these public agencies to enter into joint projects or contracts without needing state-level legal oversight before they begin. The law still requires the participating agencies to follow specific rules when creating these agreements, such as defining their purpose, budget, and how they will be managed. Once passed, local governments can collaborate more independently while maintaining their own legal responsibilities.
Maddy summaryThis bill updates the rules for drivers who crash into deer and suffer significant vehicle damage. It requires these drivers to report the accident to a conservation officer within 24 hours. If the officer confirms the damage, the driver gets a certificate allowing them to keep and eat the deer, provided it is shared only with their immediate family. The law also gives drivers the first right to claim the animal and directs the Department of Environmental Management to create specific rules for handling these carcasses.

Maddy summaryThis bill amends state fishing regulations to permit residents to harvest blue crabs during the hours of darkness, whereas the previous law restricted this activity to daylight hours. The legislation also corrects a terminology error by changing the term "land line" to the accurate "hand line" in the relevant section of the General Laws. By allowing crab harvesting after sunset and before sunrise, the measure expands the time window available for licensed residents to collect blue crabs using approved gear like scoop nets or trot lines.
