This resolution expresses that the House of Representatives does not recognize Russia as the inheritor of the Union of Soviet Socialist Republics' seat as a permanent member on the U.N. Security Council, and encourages the Biden Administration to take all necessary action at the United Nations to remove Russia from its position as a permanent member of the Security Council.

Ukraine Democracy Defense Lend-Lease Act of 2022 This bill temporarily waives certain requirements related to the President's authority to lend or lease defense articles if the defense articles are intended for Ukraine's government to help bolster Ukraine's defense capabilities and protect its civilians from a potential Russian military invasion. For FY2022 and FY2023, an agreement to lend or lease defense articles under this bill shall not be subject to certain requirements and provisions that typically apply to such lend-lease agreements, including (1) a requirement that prohibits a loan period from exceeding five years, (2) a requirement that the United States may recall the loaned defense article at any time, (3) a requirement that the receiving party has agreed to pay the United States all costs incurred in leasing the defense article, and (4) a provision that allows Congress to prohibit certain transfers of defense articles upon the enactment of a joint resolution. The President must establish expedited procedures to ensure the timely delivery of defense articles loaned or leased under this bill.

Retirement Improvement and Savings Enhancement Act of 2021 or the RISE Act This bill makes various changes with respect to employer-sponsored retirement plans. Among other changes, the bill establishes the Retirement Savings Lost and Found database to allow individuals to locate the administrator of their plan. It also allows 403(b) plans (i.e., plans sponsored by certain charities, educational institutions, and nonprofit organizations) to participate in multiple employer plans and pooled employer plans.

Safeguarding Women's and Children's Health Act of 2022 This bill imposes reporting requirements relating to abortion drugs. The Food and Drug Administration (FDA) must require health care practitioners to report (1) any death or adverse event associated with the use of an abortion drug, whether or not the adverse event is considered drug-related; and (2) each time the practitioner prescribes, dispenses, or administers such a drug. The FDA must establish online portals for health care practitioners to report such information and for patients to self-report adverse events. The Centers for Disease Control and Prevention must aggregate the collected information and annually publish data about such drugs, including the number of prescriptions and adverse events occurring within 120 days of use.

Protecting Family and Small Business Tax Cuts Act of 2022 This bill makes permanent provisions affecting individual and business taxpayers that were enacted in 2017 by the Tax Cuts and Jobs Act and are scheduled to expire at the end of 2025. The bill makes permanent provisions that reduce individual and capital gain tax rates. The bill increases the standard tax deduction for individual taxpayers. It also increases and modifies the child tax credit and raises the contribution base for the tax deduction of charitable contributions. The bill allows additional contributions to ABLE accounts (tax-exempt accounts designed to enable individuals with disabilities to save and pay for disability-related expenses). It exempts from taxation combat zone benefits of members of the Armed Forces serving in the Sinai Peninsula of Egypt and the moving expenses of servicemembers. Additionally, the bill lowers to $750,000 the amount of mortgage debt eligible for an interest expense tax deduction; excludes from the gross income of student borrowers income attributable to the discharge after 2025 of loan debt due to death or disability; makes permanent the limitation on the tax deduction for state and local taxes and denies a deduction for foreign real property taxes; makes permanent the tax deduction of the income of certain pass-through business entities; repeals the tax deduction for personal tax exemptions and the exclusion of employer-provided bicycle commuter fringe benefits; terminates certain miscellaneous itemized tax deductions; doubles the estate and gift tax exemption amount; and makes permanent the increase of the alternative minimum tax exemption amount for individual taxpayers.

Robo Calls Off Phones Act or the Robo COP Act This bill directs the Federal Trade Commission to revise the do-not-call registry provisions of the Telemarketing Sales Rule to prohibit politically-oriented recorded message telephone calls to numbers listed on that registry. A politically-oriented recorded message telephone call is an outbound telephone call that plays a recorded message that (1) promotes, advertises, campaigns, or solicits donations for or against a political candidate or regarding a political issue; or (2) uses a political candidate's name.

VA Same-Day Scheduling Act of 2022 This bill requires the Department of Veterans Affairs (VA) to ensure that when a veteran enrolled in the VA health care system contacts the VA by telephone to schedule an appointment for care or services at a VA facility, the scheduling for the appointment occurs during that telephone call.

Spending Safeguard Act This bill requires the Office of Management and Budget (OMB) to establish spending limits for direct spending programs that (1) are enacted or reauthorized after the enactment of this bill, and (2) do not have a specific level of authorized spending expressed as a dollar amount. The spending limits must be equal to (1) 120% of the cost of the program for defense, health, Medicare, income security, Social Security, and veterans benefits and services programs; and (2) 110% of the cost for any other program. The OMB must maintain a publicly available scorecard that displays the spending level for any program that is subject to the limits. The OMB and the President must submit specified reports to Congress comparing current spending to the limits. The bill prohibits obligations for programs that have reached the applicable spending limit. Agencies implementing programs listed on the OMB's scorecard must ensure that any contract, offer of benefits, or other material provided to program participants specifies that the program is subject to a spending limit that may impact future availability of funds to pay benefits.
