Proposes amendment to Oregon Constitution to allow Legislative Assembly to require that each administrative rule or amendment of administrative rule adopted by executive branch agency be approved by Legislative Assembly before taking effect. Authorizes Legislative Assembly to permit executive branch agencies to adopt or amend rules that take effect immediately if emergency conditions exist that satisfy criteria established by Legislative Assembly. Permits rule adopted or amended on emergency basis to be in effect for no more than 12 calendar months unless rule or amendment is approved by Legislative Assembly. Provides that, for estate of decedents dying on or after January 1, 2023, Oregon estate tax is not due unless value of Oregon taxable estate equals or exceeds $12.92 million. Raises threshold for filing of estate tax return to gross estate valued at or more than $12.92 million. Adjusts exclusion amount and filing threshold for inflation. Takes effect on 91st day following adjournment sine die.
Establishes Rural Traffic Safety Grant Fund to provide grants to rural cities for installation and improvement of traffic control devices and crosswalks. Appropriates moneys from General Fund to Department of Transportation for deposit in Rural Traffic Safety Grant Fund. Declares emergency, effective July 1, 2023.
