Specifies that new or increased fees adopted by state agency do not become effective unless approved by Legislative Assembly by law. Declares emergency, effective July 1, 2023.

Removes prohibition on Energy Facility Siting Council issuing site certificate for new generating facility that would produce energy from natural gas and emit greenhouse gas. Removes prohibition on council approving amendment to site certificate for generating facility that would produce energy from natural gas when approval would increase carbon dioxide emissions from operation of generating facility.
Increases exempt amount and filing threshhold for purposes of corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Instructs State Forester ] forester , or forest protective association or agency that is under contract or agreement with State Board of Forestry for protection of forestland against fire, and whose protection area is or may be affected by fire on nearby federal lands, to take certain actions to address fire.

Proposes amendment to Oregon Constitution to prohibit public body from assessing highway toll unless toll was assessed before January 1, 2018, toll is assessed for use of Bridge of the Gods, Hood River Bridge or Hood River-White Salmon Interstate Bridge, or proposed toll is approved by majority of total votes cast in elections held in counties with border located within 15-mile radius of any section of highway proposed to be tolled. Refers proposed amendment to people for their approval or rejection at next regular general election.
Provides that Oregon estate tax is imposed only on estates of decedents dying on or before January 1, 2023. Takes effect on 91st day following adjournment sine die.
