Requires the Department of Human Services to pay parents to provide attendant care services for children with developmental disabilities who have very high behavioral health or medical needs. Directs the department to seek any federal funding available for attendant care services no later than January 1, 2026. Declares an emergency, effective on passage.

Imposes personal income tax at flat rate if a taxpayer has an adjusted gross income below threshold amount. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

Directs the court to enter an order, at the first appearance on a charge of misdemeanor unlawful possession of a controlled substance, prohibiting the charged person from possessing a firearm. Specifies a process for surrendering firearms and the return of firearms. Specifies the circumstances when the court must terminate the order. Provides that possession of a firearm by the prohibited person is punishable by a maximum of 364 days' imprisonment, a $6,250 fine, or both. Requires that deflection programs, including those receiving grant funding, require participants to transfer all firearms to a law enforcement agency, a gun dealer or a third party until the program is completed. Declares an emergency, effective on passage.

Requires the Department of Human Services to operate a pilot program, subject to approval by the United States Department of Agriculture, to prohibit the purchase of foods of minimal nutritional value or foods with a high sodium, sugar or fat content using Supplemental Nutrition Assistance Program benefits. Declares an emergency, effective on passage.

Applies a statute of limitations for actions based on conduct constituting child abuse to civil actions for abuse of vulnerable persons who are under 18 years of age.

Directs the Housing and Community Services Department to establish and administer a pilot program to award grants to counties. Requires recipient counties to establish a home modification program that awards grants to homeowners to develop and rent interior auxiliary dwelling units within an urban growth boundary or an area zoned for rural residential use . [ Prevents auxiliary dwelling units developed by the grant from triggering recalculation of property value for property tax purposes. Applies to assessment years beginning January 1, 2026, and before January 1, 2032. ] Sunsets on January 2, 2034. Takes effect on the 91st day following adjournment sine die.

Requires the Oregon Health Policy Board to produce and provide to the interim committees of the Legislative Assembly related to health by December 31, 2026, a comprehensive report regarding the success in achieving the aims of the Oregon Integrated and Coordinated Health Care Delivery System. Modifies the membership of the board and specifies duties of the chairperson of the board. Increases oversight and supervision responsibilities of the board over the Oregon Health Authority. Requires the board to submit an agency request budget for the board. Puts the Health Evidence Review Commission under the auspices of the board.
