MODERATE
The bill was amended to add a new co-sponsor, clarify that the program applies only to properties within urban growth boundaries or rural residential zones, and update the text to reflect that the tax exemption provision is now included in the final version. These changes narrow the program's scope to specific geographic areas while maintaining the core grant structure for creating rental auxiliary dwellings.
Scope change
The program's geographic scope was narrowed to apply only to properties located within an urban growth boundary or an area zoned for rural residential use, rather than countywide.

TECHNICAL
Added Senate Amendments dated April 4 and updated sponsorship to include Senator SMITH DB as a co-sponsor.
