Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Permits Department of Justice to use moneys from Criminal Injuries Compensation Account to pay for medical services provided by children's advocacy center in cases of suspected child sexual abuse or child physical abuse. Directs University of Oregon to conduct Oregon child abuse prevalence study and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study. Appropriates moneys from General Fund to Department of Education for purposes of developing curricula and providing educator training for instructional requirements that relate to child sexual abuse prevention, human sexuality education, teen dating violence and domestic violence, and similar instructional requirements that relate to child safety. Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures, required fees and persons that are exempt from requirement. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative on July 1, 2021. Declares emergency, effective on passage.
Permits students participating in intercollegiate sports to earn compensation for certain services ] coaching and for use of name, image or likeness and to retain professional representation or athlete agent. Prohibits student from entering contract for use of name, image or likeness that conflicts with team rules or contract between post-secondary institution of education and third party, except that team rules and contract between post-secondary institution of education and third party may not prevent student from earning compensation for use of name, image or likeness when not engaged in official team activities. Takes effect January 1, 2023.
Limits cost-sharing for health benefit plan coverage of insulin prescribed for treatment of diabetes.
Modifies protective proceedings to permit vulnerable youth guardianships for adults between 18 and 21 years of age who are not citizens or lawful permanent residents of United States ] eligible for special immigrant status and who are unable to be reunified with parent due to abuse, neglect or abandonment that occurred before adult attained 18 years of age. Creates exceptions to certain protective proceeding procedural requirements in vulnerable youth guardianships. Exempts vulnerable youth guardianships from court fees. Takes effect on 91st day following adjournment sine die.
Establishes Willamette Falls Locks Authority as public corporation. Prescribes duties of authority. Modifies duties of Willamette Falls Locks Commission. Sunsets commission on June 30, 2021. Declares emergency, effective on passage.
Requires each public post-secondary institution of education to develop and use assessment system to determine student eligibility to enroll in lower-division collegiate coursework in English or mathematics. Sets forth requirements of assessment system. ] Prohibits public institution of higher education from requiring student to enroll in course designed to prepare student for enrollment in lower-division collegiate coursework in writing or math unless student was evaluated for placement through specified assessment systems. Requires each institution to report to Higher Education Coordinating Commission list of what measurements will be used in assessment system no later than December 31, 2020. Declares emergency, effective on passage.
Establishes Agricultural Cooperative Member Low-Interest Loan Fund. Continuously appropriates moneys in fund to State Department of Agriculture ] Oregon Business Development Department for carrying out loan program. Appropriates moneys from General Fund to State Department of Agriculture for deposit in Agricultural Cooperative Member Low-Interest Loan Fund for biennium ending June 30, 2021. ] Limits payment from lottery moneys allocated from Administrative Services Economic Development Fund to department for deposit in Agricultural Cooperative Member Low-Interest Loan Fund for biennium ending June 30, 2021. Authorizes State Department of Agriculture ] department to make loans from fund to farmers that were members of agricultural cooperative on date that cooperative initiated bankruptcy proceedings. Specifies terms of loans. Requires State Department of Agriculture to assist with loan application evaluation if requested by Oregon Business Development Department. Authorizes State Department of Agriculture ] Oregon Business Development Department to delegate application processing and loan servicing to lending institutions. Makes loan program operative January 1, 2021. Sunsets loan program and abolishes Agricultural Cooperative Member Low-Interest Loan Fund January 2, 2040. Takes effect on 91st day following adjournment sine die.
