Appropriates money to Oregon Department of Administrative Services for deposit in Court Appointed Special Advocate Fund and distribution to CASA Volunteer Programs. Declares emergency, effective on passage.
Prohibits aerial pesticide applicator from spraying or otherwise applying by aircraft pesticide product containing chlorpyrifos. Prohibits person from applying pesticide product containing chlorpyrifos within 300 feet of campus of school. Requires person that employs worker to take steps to ensure that worker does not enter into area in which pesticide product containing chlorpyrifos was applied within eight preceding calendar days. Effective January 1, 2022, prohibits sale, purchase or use of pesticide product containing chlorpyrifos. Requires State Department of Agriculture to revoke, on January 1, 2022, pesticide registrations for pesticide products containing chlorpyrifos. Declares emergency, effective on passage.
Allows person employed by health care facility to practice surgical technology if person is enrolled in or has completed specified apprenticeship program. Declares emergency, effective on passage.
Requires seller of real property to test well water used for domestic purposes. Requires laboratory to submit results of test to seller, buyer and Department of Environmental Quality, in form and manner prescribed by department. Requires department to provide results of well water tests to Oregon Health Authority. Declares emergency, effective on passage.
Modifies definitions applicable for purposes of universal service surcharge. Subjects sale of retail commercial mobile radio services and retail interconnected voice over internet protocol services to universal service surcharge. Reduces rate cap to six percent of sale of services subject to surcharge. Directs Public Utility Commission to transfer up to $5 million per year of moneys deposited in universal service fund to Broadband Fund. Establishes Broadband Fund. Continuously appropriates moneys in Broadband Fund to Oregon Business Development Department to provide grants and loans through, and to administer, program related to broadband. Directs department to adopt program for providing grants and loans by rule. Directs department to report annually to interim committee of Legislative Assembly related to telecommunications on status of Broadband Fund. Sunsets Broadband Fund, transfer of moneys from universal service fund to Broadband Fund and grant program on January 2, 2030. Becomes operative on January 1, 2021. Takes effect on 91st day following adjournment sine die.
Directs State Department of Agriculture to administer Oregon Hemp State Program for production, processing and sale of hemp. Changes term "industrial hemp" to "hemp." Requires department to conduct criminal records check of applicants for licensure to grow hemp. Allows department to identify and require by rule licensure for other activities related to hemp. Directs department to establish by rule requirements for shipment manifest for commercial hemp shipments. Becomes operative October 31, 2020. Takes effect on 91st day following adjournment sine die.
Expands Department of Transportation's authority to allow city ] cities and specified counties to designate speeds on highways within city's ] governing body's jurisdiction under certain circumstances. Becomes operative October 1, 2020.
Directs Office of Emergency Management to establish and administer voluntary Oregon outdoor recreation search and rescue card program. ] Establishes Oregon Search and Rescue Fund. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. ] Directs office to establish county search and rescue grant program to distribute moneys to counties for equipment, training and educational outreach. ] Permits Office of Emergency Management to enter into agreement with nonprofit organization representing sheriffs under which organization is authorized to administer program to produce and sell outdoor recreation search and rescue cards. Establishes requirements for agreement. Provides that organization may use revenues from program only to reimburse administrative costs and expenses, to reimburse county sheriffs' offices for certain costs relating to search and rescue and to issue grants for search and rescue purposes. Modifies statewide greenhouse gas emissions reduction goals. Establishes Oregon Greenhouse Gas Initiative and related provisions, operative January 1, 2022. Authorizes Public Utility Commission to allow rate or rate schedule to include differential rates or to reflect amounts for programs that enable public utilities to assist low-income residential customers. Authorizes commission to allow electric companies and natural gas utilities to recover costs for prudent investments in or expenses for infrastructure measures that support adoption and service of alternative forms of transportation. ] Amends greenhouse gas reporting statute. Repeals Energy Facility Siting Council carbon dioxide emissions standards. Provides that energy facility subject to site certificate or amended site certificate shall comply with Oregon Greenhouse Gas Initiative if energy facility would otherwise be subject to initiative. Requires Environmental Quality Commission to adopt by rule standards and requirements for reducing methane emissions from landfills. Requires Environmental Quality Commission to regulate use of hydrofluorocarbons in certain products. ] Abolishes Oregon Global Warming Commission, operative December 31, 2020. Repeals authority of State Forester to establish forestry carbon offset program. Modifies requirements for ethanol content in gasoline. Prohibits sale or offer for sale of general service lamps that do not meet certain efficiency standards. Authorizes State Department of Energy to modify prohibition by rule to align with laws of adjacent states. Provides for direct, expedited judicial review by Oregon Supreme Court of certain constitutional questions related to Oregon Greenhouse Gas Initiative. Requires certain reports and reviews related to Oregon Greenhouse Gas Initiative. Establishes, within Department of Environmental Quality, Oregon Greenhouse Gas Reduction Board, Administrator of the Office of Greenhouse Gas Regulation and Office of Greenhouse Gas Regulation and sets forth duties of board, administrator and office. Declares emergency, effective on passage.
Removes ] Narrows requirement that grants for certain student transportation costs be prioritized for school districts that did not receive public moneys in previous school year for same student transportation costs. Appropriates moneys for grants. Takes effect July 1, 2020.
