Expands applicability of certain laws requiring reporting and investigating of sexual conduct in schools to include sexual conduct by students. Creates civil action for damages for failure by certain school employees to make report of suspected sexual conduct. Directs Department of Education to evaluate criminal records checks to determine percentage of total number of criminal records checks requested by private schools that indicated person being checked engaged in sexual conduct toward child. Requires department to report results of evaluation to interim committee of Legislative Assembly related to education. Declares emergency, effective July 1, 2021.
Adds two members who are physician assistants or retired physician assistants and one additional public member to membership of Oregon Medical Board. Takes effect on 91st day following adjournment sine die.
Provides for distribution of net proceeds from sale of property upon which county foreclosed lien for delinquent taxes to each lienholder whose interest in property was forfeited, and to any person other than lienholder whose right of redemption with respect to such property terminated, when property was deeded to county. Requires Department of Human Services to contract with nonprofit organization to implement and administer program to assist recipients of supplemental nutrition assistance in purchasing locally grown fruits and vegetables from farmers' markets, farm share sites and retail outlets that participate in program. Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods. Sunsets January 2, 2024. Declares emergency, effective on passage.
Allows persons convicted of felony to register to vote, update voter registration and vote in elections while incarcerated. Specifies that person's residence is where person resided prior to incarceration. .
Allows holder of direct shipment permit to ship up to five cases of wine, each containing not more than nine liters, per month to Oregon resident. Declares emergency, effective on passage.
Alters commissioner composition of Higher Education Coordinating Commission by redesignating five current nonvoting positions as voting positions and by adding one additional position for graduate student attending public university.
