Converts mandatory minimum sentences for specified felonies other than murder to presumptive sentences. Authorizes court to impose greater or lesser sentence according to sentencing guidelines of Oregon Criminal Justice Commission. Authorizes person receiving presumptive sentence to be eligible for certain programs and sentence reductions.

Establishes product stewardship program for mattresses. Establishes Mattress Stewardship Fund. Establishes mattress stewardship program advisory committee. Requires stewardship organizations to submit plans for mattress stewardship programs to Department of Environmental Quality. Imposes civil penalties for violation of program provisions not to exceed, per day for each day of violation, $100 for violation by retailer, $1,000 for violation by producer or renovator and $1,000 for violation by stewardship organization. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.

Establishes Outdoor Therapy Grant Program within State Parks and Recreation Department for purpose of awarding grants to enhance outdoor environmental, ecological, agricultural or other natural resource-based therapy programs serving residents of this state. Establishes Outdoor Therapy Grant Program Fund. Continuously appropriates moneys in fund to department for purposes of grant program. Takes effect on 91st day following adjournment sine die.

Changes "Oregon Medical Marijuana Act" to "Oregon Medical and Therapeutic Cannabis Act." Allows person designated to produce marijuana by registry identification cardholder to enter into agreement with registry identification cardholder to transfer marijuana to another registry identification cardholder or primary caregiver. Directs Oregon Health Authority to adopt policies and make public statement regarding equitable access to marijuana for medical use. ] Allows medical marijuana dispensary and recreational marijuana retailer to transfer marijuana to individual who holds valid out-of-state medical marijuana patient card. Requires authority to ensure cybersecurity of personally identifiable information in authority databases and electronic systems. ] Exempts out-of-state medical marijuana patient from taxation on retail sale of marijuana items. Specifies health care providers who may recommend medical use of marijuana to registry identification cardholder. Provides that Oregon Health Authority may not charge fee greater than $20 for registry identification card for certain individuals. Directs authority to issue permanent registry identification card to individual with lifetime debilitating medical condition. Requires organizations designated as primary caregivers to allow consumption of marijuana for medical use. ] Removes criminal records check requirements for applicants for authority registration. Provides that certain marijuana grow sites are not subject to tracking requirements or marijuana plant limits ]. Requires marijuana retailers and medical marijuana dispensaries to make available online terpene testing results. ] Directs Oregon Liquor Control Commission to establish care and accommodation program to ensure long-term access to marijuana products for registry identification cardholders. Allows certain recreational marijuana processors to receive marijuana from medical marijuana grow site for purposes of processing marijuana. ] Requires distribution of moneys from Oregon Marijuana Account for purposes of administering medical marijuana program. Prohibits person, on or after effective date of Act, from breeding mink, transporting mink to or from mink farm or working at mink farm unless person has tested negative for COVID-19 within previous 10 days. Directs State Department of Agriculture to establish and implement contract tracing for mink farm workers. Punishes violation with maximum of 364 days' imprisonment, $6,250 fine, or both, and maximum civil penalty of $2,500. Prohibits person from operating mink farm. Directs Director of Oregon Health Authority to determine soonest feasible date for implementing prohibition. Provides that prohibition becomes operative on date determined by director. Punishes violation with maximum of 364 days' imprisonment, $6,250 fine, or both, and maximum civil penalty of $2,500. For persons who operate mink farms on effective date of Act, directs state workforce agencies to treat persons as covered persons for purposes of priority of service, State Department of Agriculture to waive registration and application fees related to commodities and Department of Consumer and Business Services to assist persons with access to small business loans. Declares emergency, effective on passage.

Requires Land Conservation and Development Commission to make changes to statewide land use planning goals by December 31, 2026, to address climate justice by addressing climate change adaptation and mitigation and environmental justice for disadvantaged communities. ] Requires Department of Land Conservation and Development to establish environmental justice advisory committee. ] Requires commission to adopt interim climate justice standards for local government's use until meeting compliance with goal changes. Establishes deadlines for compliance with interim standards and changed goals. ] Establishes Climate Justice Planning Goals Fund. Appropriates moneys to fund. Continuously appropriates moneys in fund to commission for specified purposes. ] Sunsets interim standards on January 2, 2030. Sunsets goal amendment process after commission certifies adoption of goal. ] Requires that statewide land use planning goal relating to citizen involvement address participation and engagement for disadvantaged groups. Requires Land Conservation and Development Commission to amend goal by June 30, 2023, consistent with requirement. Establishes timelines for local governments to implement amended goal. Appropriates moneys from General Fund to commission for goal amendment and implementation. Declares emergency, effective on passage.

Instructs Oregon State University Extension Service to establish certain new positions related to organic production and maintain certain existing position related to organic production ] expand Center for Small Farms and Community Food Systems through certain hiring . Prohibits Oregon Health Authority from removing, on basis of cost, organic food products from list of foods approved under Women, Infants and Children Program. ] Directs Oregon Business Development Department to establish grant program for purpose of facilitating infrastructure to support organic food production. ] Directs Oregon Business Development Department to conduct market analysis of Oregon organic market. Directs State Department of Agriculture to promote Oregon organic agriculture through department's Buy Oregon Agriculture program ] create certain new positions . Directs State Department of Agriculture to establish organics program area. ] Establishes Organic Action Plan Task Force to study issues related to organic food production. Requires task force to submit biannual reports containing recommendations for legislation to committee or interim committee of Legislative Assembly related to agriculture. ] Takes effect on 91st day following adjournment sine die.

Provides that refusal to obey lawful order issued by peace officer or parole and probation officer does not constitute crime of interfering with a peace officer or parole and probation officer unless order is to move back and keep distance while officer is performing lawful duties.

Provides that stated percentage of revenue from state transient lodging tax be transferred to Oregon Conservation and Recreation Fund. Repeals sunset of Oregon Conservation and Recreation Fund. Takes effect on 91st day following adjournment sine die.

Directs Department of Human Services, in consultation with Oregon Youth Authority and Oregon Health Authority, to develop child-caring agency grant and training program. Appropriates moneys to department for program. Modifies unsubstantiated abuse reports involving child-caring agencies to include situations in which there is evidence that abuse of child in care occurred but that abuse was result of substandard care. ] Establishes Child Welfare Cultural Equity Program within Department of Human Services to ensure access to diverse set of child welfare service providers consistent with cultural diversity needs of population being served. Appropriates moneys to department for program. Creates qualified mental health associate incentive program within Oregon Health Authority. Appropriates moneys to authority for program. Prescribes certain educational and training requirements for qualified mental health associates assisting child-caring agencies. Appropriates moneys to Oregon Health Authority.
