Authorizes translator districts to annex cities where cable television corporations operate or have ceased operations and city electors approve annexation. Permits translator district service fee payors to serve on district board. Exempts property owned by State of Oregon from district service charges.

Provides that brownfield granted property tax incentive benefit under chapter 96, Oregon Laws 2016, is eligible for ] may be granted any other special assessment, exemption or partial exemption granted under other law ] for which such property is eligible. Provides that total amount of all property tax benefits granted to brownfield under any law may not reduce property tax liability below zero for any property tax year. Provides that eligible costs of brownfield for purposes of determining property tax incentive benefit under chapter 96, Oregon Laws 2016, shall be reduced by any special assessment, exemption or partial exemption granted to brownfield under any law other than chapter 96, Oregon Laws 2016. ] Requires jurisdiction granting brownfield property tax incentive benefit to specify how jurisdiction intends to apply multiple property tax benefits and to notify county assessor of intended application. Takes effect on 91st day following adjournment sine die.
Authorizes Long Term Care Ombudsman to hire up to 10 deputy ombudsmen. Declares emergency, effective on passage.
Provides that transient lodging tax becomes due when occupancy of transient lodging with respect to which tax is imposed ends. Provides that transient lodging tax to be remitted with tax return is amount of tax due with respect to all occupancy of transient lodging that ended during reporting period to which return relates. Takes effect on 91st day following adjournment sine die. ].
Authorizes counties to establish safety corridors and directs counties to post signs in selected safety corridors. ] Directs Department of Transportation to establish county safety corridor program. Establishes County Safety Corridor Advisory Group. Imposes reporting obligations on counties in pilot program. Sunsets January 2, 2026.
Authorizes Harney County Health District to offer alternative retirement programs in addition to Public Employees Retirement System. Provides that hours worked by retired person employed by Harney County Health District as person licensed, registered or certified to provide health services do not count for purposes of limitations on reemployment of retired member of Public Employees Retirement System. Declares emergency, effective on passage.
Provides that exemption from transient lodging taxation for dwelling unit used by members of general public for temporary human occupancy for fewer than 30 days per year does not apply to dwelling unit rented out as transient lodging using platform of any kind provided in any manner by transient lodging intermediary. Takes effect on 91st day following adjournment sine die.
Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.
For purposes of qualifying for enterprise zone benefits, expands definition of "eligible business firm" to include business firm engaged in providing services to general public as medical clinic, health care facility, substance abuse treatment provider or alcohol or drug rehabilitation center.
Establishes new subaccount within State Forestry Department Account. Requires State Forestry Department to deposit revenue received as result of Good Neighbor Authority Agreement project to subaccount. Restricts use of subaccount moneys to support of Good Neighbor Authority Agreement goals.
