Extends sunset on CourtCare pilot programs in Marion and Polk Counties to January 2, 2022. Directs county governing bodies to report on progress of CourtCare pilot programs no later than September 15, 2020. Appropriates moneys to Oregon Department of Administrative Services for distribution to counties to implement CourtCare pilot programs. Declares emergency, effective on passage.

Establishes Sage-Grouse Mitigation Program In-Lieu Fee Fund. Continuously appropriates moneys in fund to State Department of Fish and Wildlife for supporting efforts to restore, protect, enhance or increase habitat for sage grouse, including related administrative costs, related research or assessment activities or insurance for sage-grouse habitat.

Modifies criteria for erecting roadside memorial signs for deceased veterans formerly prisoners of war or unaccounted for. Takes effects on 91st day following adjournment sine die.

Exempts receipts from sales of prescription drugs by licensed pharmacies from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

Establishes rates of compensation to be paid by Oregon Liquor Control Commission to distillery retail outlet agent for distilled liquor retail sales by agent. Sunsets rates January 2, 2025. Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.

Restricts arbitration award from ordering disciplinary action that differs from disciplinary action imposed by law enforcement agency if arbitrator makes finding that misconduct occurred consistent with agency's finding of misconduct, and disciplinary action imposed by agency is consistent with provisions of discipline guide or discipline matrix adopted by agency as result of collective bargaining and incorporated into agency's disciplinary policies. Specifies that for purposes of collective bargaining involving sworn employees ] law enforcement officers of law enforcement agency, "employment relations" includes development of discipline guide or discipline matrix. Declares emergency, effective on passage.

Commemorates 100th anniversary of federal Rehabilitation Act and celebrates success of vocational rehabilitation in supporting Oregonians with disabilities to join workforce.

Increases rate of tax for emergency communications. Decreases percentage of moneys in Emergency Communications Account that may be expended for administrative costs. Phases in increase and decrease over one-year period. Delays sunset on tax for emergency communications. Provides that interest from Emergency Communications Account and 9-1-1 Subaccount must be credited to 9-1-1 Subaccount.

Directs Department of Education to coordinate with Oregon FFA Association to increase student achievement and improve college preparation and career placement for students enrolled in agricultural education courses. Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Declares emergency, effective July 1, 2019.

Requires Department of Revenue to collect, on local rather than regional level, local transient lodging taxes that department collects under agreements with units of local government. Requires department to fund actual start-up costs for collection on local level by withholding, in amount not to exceed $900,000, state transient lodging tax moneys that would otherwise be transferred to Oregon Tourism Commission. Requires department to reimburse commission, with interest, from reimbursement charges that would be withheld from state and local transient lodging tax revenues by transient lodging intermediaries but for disallowance of such charges under Act. Requires department to notify Legislative Counsel after department has fully reimbursed commission. Provides for refunds by department to transient lodging intermediaries of amounts received in excess of $900,000 that would otherwise have been withheld by intermediaries as collection reimbursement charge. Requires department, for purpose of enforcing state transient lodging tax, to purchase access to raw metadata scraped from Internet relating to sale, service or furnishing of transient lodging. Requires department to implement enhanced data-scraping pilot program with two to four units of local government for which department enforces local transient lodging tax. Takes effect on 91st day following adjournment sine die.
