Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.

Makes certain findings concerning cloud seeding. Provides Water Resources Department with specified authority concerning cloud seeding.

Provides for additional exemption against Oregon estate tax. Phases out availability of exemption based on size of estate. Applies to estates of decedents who die on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Increases maximum allowed amount of natural resource property credit against estate tax and maximum value of total adjusted gross estate eligible to claim credit. Applies to estates of decedents dying on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Directs public bodies and school districts to make facilities for youth sports available free of charge, except as necessary to cover maintenance expenses. Indemnifies public bodies and school districts from liability due to injuries at facilities. Creates tax credit for contributions to youth activity organizations. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Prohibits Department of Justice from charging officers and agencies of state government for assistance rendered. Directs department to pay for costs of assistance rendered to officers and agencies of state government out of funds appropriated to department for that purpose. Becomes operative on July 1, 2025. Provides that department may not enter into or renew collective bargaining agreement that permits job classification or evaluation on basis of hours billed by attorney. Allows department to track billable hours only for purposes of reimbursement.

Directs State Fish and Wildlife Commission to develop and adopt by rule invasive grass pilot program in Phillip W. Schneider Wildlife Area. Sunsets pilot program on January 2, 2027.

Proposes amendment to Oregon Constitution to require two-thirds majority vote in each chamber of Legislative Assembly to pass bills for raising revenue. Provides definition of "bill for raising revenue". Submits proposed amendment to people for their approval or rejection at next regular general election.

Establishes procedure for charging aggravated version of certain assault and attempted murder offenses when defendant causes permanent physical injury to victim during commission of crime. Provides that if defendant is convicted of aggravated offense, court shall sentence defendant to 300 months' imprisonment. Authorizes court to impose lesser sentence in certain circumstances.

Establishes income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
