Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to reservations for use of state parks; declaring an emergency.

Directs State Parks and Recreation Department to convene advisory committee to assist department in researching and developing recommendations for changes to campsite administration and reservation process to improve access for service-disabled veterans. Requires department to submit report on results of advisory committee to Legislative Assembly by September 15, 2023. Sunsets January 2, 2025. Declares emergency, effective on passage.

Relating to estate tax; prescribing an effective date.

Provides for additional exemption against Oregon estate tax. Phases out availability of exemption based on size of estate. Applies to estates of decedents who die on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.

Relating to a subtraction for recovery rebates received by taxpayers; prescribing an effective date.

Creates income tax subtraction for recovery rebates paid to personal income taxpayers. Directs Department of Revenue to make refund payments of overpayments due to operation of subtraction as soon as practicable. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2022. Takes effect on 91st day following adjournment sine die.
