Relating to the use of game meat.

Allows person taking certain nuisance game mammals to retain game meat if meat is offered to charitable organizations and refused.

Relating to the taxation of the property of jet boat companies; prescribing an effective date.

Provides that property of company that is organized and located outside of this state and exclusively operates jet boat excursion business on boundary rivers of this state and not on rivers within this state is not subject to central assessment for purposes of property taxation. Provides that any property of such company located in this state on assessment date for property tax year is subject to local assessment for purposes of property taxation. Takes effect on 91st day following adjournment sine die.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to notification requirements for structures located within 1,000 feet of an interstate pipeline; prescribing an effective date.

Requires person that proposes to construct building or structure located within 1,000 feet of interstate pipeline to notify owner or operator of interstate pipeline. Prohibits state agency or municipality from issuing building permit for building or structure unless agency or municipality receives copy of notice and copy of reply from owner or operator of interstate pipeline. Requires owner or operator of interstate pipeline each year to provide contact information to Oregon Utility Notification Center. Takes effect on 91st day following adjournment sine die.

Relating to optometry; prescribing an effective date.

Provides that licensed optometrist may perform specified ophthalmic surgery procedures. Defines "ophthalmic surgery." Removes requirement that optometrist treating patient with antiglaucoma medication consult with ophthalmologist. Takes effect on 91st day following adjournment sine die.

Relating to medical assistance for youth in preadjudication detention.

Prohibits denial of medical assistance on basis that individual under 19 years of age is in detention pending adjudication. Requires Oregon Health Authority to seek federal approval for federal financial participation in costs of providing medical assistance to such individuals. Requires Oregon Health Authority to conduct study, in consultation and collaboration with directors of county juvenile departments, agencies working with juvenile justice and youth health care systems, directors of juvenile detention facilities, Department of Human Services and Oregon Youth Authority, of needs of and barriers to youth in detention in accessing medical assistance and health care services. Requires Oregon Health Authority to report on study to interim committees of Legislative Assembly related to judiciary no later than September 15, 2023.

Relating to penalties under Oregon Safe Employment Act; prescribing an effective date.

Prohibits assessment of civil penalty or fine for violation of state occupational or health measure if no disease outbreak of COVID-19 occurred as result of violation. Directs Director of the Department of Consumer and Business Services to rescind civil penalties and fines assessed against employers for violations of COVID-19-related occupational safety or health measures if no disease outbreak of COVID-19 has occurred as result of violation. Directs director to refund rescinded civil penalties and fines.

Relating to the unlawful disclosure of information about crime victims.

Creates crime of unlawful disclosure of information about victim of sexual assault or sex trafficking. Punishes first offense by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes second or subsequent offense by maximum of five years' imprisonment, $125,000 fine, or both.

Relating to sign language interpreters; prescribing an effective date.

Establishes State Board of Sign Language Interpreters within Oregon Health Authority. Directs board to issue licenses to qualified applicants to provide signed language interpretation services. Allows board to impose discipline and civil penalties not to exceed $10,000 for violations of Act. Punishes violations by maximum of 30 days' imprisonment, $1,250 fine, or both. Takes effect on 91st day following adjournment sine die.
