Modifies child abuse reporting requirements to add hotelkeepers and innkeepers as mandatory reporters of child abuse. Modifies requirement for processor of photographic images or computer technician to report visual recording of child involved in sexually explicit conduct. Punishes failure to report by maximum of 364 days' imprisonment, $6,250 fine, or both.

Directs Department of State Lands to establish program that authorizes targeted grazing of livestock on state lands for purpose of reducing wildfire fuel loads. Provides that program must compensate participating livestock owners for costs incurred in grazing livestock under program. Declares emergency, effective on passage.
Establishes Oregon Renewable Options Program. ] Grants Public Utility Commission authority to authorize Oregon Renewable Options Programs offered by qualified utilities. Becomes operative January 1, 2023. Takes effect on 91st day following adjournment sine die.
Authorizes State Fire Marshal to dispatch firefighting resources in response to fire or wildfire burning on unprotected property.
Directs Department of Human Services to study and make recommendations on provisions of state law relating to adoption of Indian children. Requires department to submit report on findings to interim committee of Legislative Assembly by January 1, 2023. ] Incorporates certain provisions of federal Indian Child Welfare Act into Oregon laws relating to youth offenders adjudicated for status offenses and to voluntary adoptions. Enhances state protections for Indian children in certain situations. Authorizes juvenile court to approve tribal customary adoption as permanency option for wards who are Indian children. Modifies court process to determine whether there is reason to know child is Indian child. Makes technical corrections to child welfare laws involving Indian children. Takes effect on 91st day following adjournment sine die.
Allows exclusion from taxable estate for value of interest in family-owned business. Applies to estates of decedents who die on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Establishes Indian Health Scholarship Program to provide free tuition and fees for qualifying Indian health profession students in exchange for student commitment to work at tribal service site after graduation. Appropriates moneys for 2021-2023 biennium to Oregon Health and Science University for purpose of administering Indian Health Scholarship Program. Declares emergency, effective July 1, 2021.
Directs Board on Public Safety Standards and Training to require all police officers and certified reserve officers to be trained to recognize, investigate and report cases involving labor trafficking and sex trafficking of children and adults.
Authorizes use of landowner damage tag to take elk on adjacent property with consent of owner of adjacent property.
