Requires Oregon Health Authority to design and, with federal approval, implement ] program to import wholesale prescription drugs from Canada. Specifies conditions and requirements. If authority estimates program to produce cost savings for Oregon consumers, requires authority to seek federal approval and, with federal approval, to implement program. Authorizes administrator of Oregon Prescription Drug Program to contract with pharmacy benefit manager and to establish state-managed wholesale or retail drug distribution or dispensing system. Declares emergency, effective on passage.

Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Modifies annual salaries of judges of Supreme Court, Court of Appeals, circuit courts and Oregon Tax Court. Provides that, beginning on July 1, 2021, annual salaries of judges may not be less than specified percentage of annual salary of judge of United States District Court. Eliminates provision connecting salaries of members of Legislative Assembly and circuit court judges. Declares emergency, effective on passage.

Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.
Requires amendment of state building code to include special inspections to detect construction defects in exterior waterproofing system of common property of homeowners association, residential dwelling in planned community served by homeowners association or condominium. Provides for construction design professional to identify appropriate special inspections. Provides for general contractor to ensure proper performance of special inspections and remedying of discovered defects. Prohibits issuance of certificate of occupancy if applicable special inspections have not been conducted. Reduces statute of limitations for tort action by homeowners association or association of unit owners to bring action for construction defect in structure on which special inspections were performed. Imposes notice, voting and approval requirements as prerequisite to homeowners association or association of unit owners bringing or intervening in action for construction defect. Creates special procedural requirements for giving notice to contractor prior to filing of construction defect claim if action is brought by homeowners association or association of unit owners. Extends time for sender of secondary notice of defect to bring action against recipient of secondary notice of defect.
Imposes assessment on large employers with employees who receive or who have minor children who receive certain types of public assistance in this state, in amount equal to public assistance paid. Requires that moneys collected are used to support programs for low-income individuals and families. Makes refusal to hire recipient of public assistance or adverse employment action against recipient of public assistance unfair employment practice. Applies to tax years beginning on or after January 1, 2022.
Establishes procedure for aggrieved person, whistleblower or representative organization to bring action in name of state to recover civil penalties for violations of certain laws related to labor and employment. Provides for distribution of civil penalties recovered.
Appropriates moneys to Oregon Department of Administrative Services to increase size and diversity of group of court appointed special advocates.
Disallows, for purposes of personal income taxation, mortgage interest deduction for residence other than taxpayer's principal residence , unless taxpayer sells residence or actively markets residence for sale . Phases out allowable deduction for interest for principal residence based upon income. Disallows deduction for principal residence above threshold amount. Establishes Oregon Housing Opportunity Account. Transfers amount equal to estimated increase in revenue attributable to restrictions on deduction of mortgage interest to accounts in Oregon Housing Fund ] account . Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.
