Defines "covered employee" as including employees of Department of Human Services who work in stabilization and crisis unit for purposes of specifying certain presumptions as to compensability of covered employee's claim of benefits under workers' compensation law for death, disability or impairment of health. Limits exemption from requirement of obtaining water right application, permit or certificate to use of surface water for livestock watering that does not exceed 5,000 gallons a day. Limits exemption from requirement of obtaining registration, certificate of registration, application for permit, permit, certificate of completion or ground water right certificate to use of ground water for stock watering purposes that does not exceed 5,000 gallons a day. Directs Department of Human Services to develop written materials describing how adult who was involved in child welfare matter as a child can obtain access to child welfare records. Directs department to make materials available on department's website.
Requires Department of Revenue to submit to Legislative Revenue Officer information from Oregon tax returns about certain corporations doing business in Oregon. Requires Legislative Revenue Officer to make information available in public report. Specifies information that must be included in report. Establishes Prosperity 1,000 Pilot Program to provide career coaching, occupational training and job placement services for at least 1,000 low-income job seekers residing in areas of concentrated poverty. Appropriates moneys from General Fund to Department of Human Services for biennium beginning July 1, 2021. Sunsets January 2, 2026. Declares emergency, effective July 1, 2021.
Requires school district to adopt and implement policy concerning ownership rights to teacher-created intellectual property. Requires policy to provide that teachers shall retain ownership rights to such intellectual property and that school district may not require, as condition for employment or continuation of employment, teachers to enter into certain agreements concerning ownership rights to teacher-created intellectual property. Requires each board of community college district to adopt and implement policy concerning ownership rights to intellectual property created by faculty members. Requires policy to provide that faculty member shall retain ownership rights to such intellectual property. Permits faculty members to enter into agreements with community college districts whereby faculty member may relinquish, assign, sell, lease, license or transfer ownership rights to intellectual property to district. Prohibits district from requiring, as condition of employment or continuation of employment, faculty members to enter into certain agreements concerning ownership rights to intellectual property created by faculty member.
Appropriates moneys from General Fund to Higher Education Coordinating Commission for Community College Support Fund for distribution to community colleges and community college service districts. Appropriates moneys from General Fund to Higher Education Coordinating Commission for Office of Community Colleges and Workforce Development for purpose of addressing inequities in educational attainment among systemically marginalized communities and to support innovation and best practices. Declares emergency, effective July 1, 2021.
