Directs Department of Education and Higher Education Coordinating Commission to prepare specified materials related to Public Service Loan Forgiveness Program. Requires public education employers to distribute materials to and to otherwise assist eligible employees with program.
Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2024, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2029. Declares emergency, effective on passage.
Creates Public Assistance Protection Fund. Requires Department of Revenue to impose assessment on certain employers with at least 100 employees if median salaries or wages paid to employees residing in Oregon would qualify individual or individual's dependents to receive public assistance. Assessments collected are transferred to and deposited in equal amounts to Education Stability Fund, Oregon Health Authority Fund to provide grants to counties for county health programs, Department of Education to pay grants to school districts for capital improvements to and supplies for primary and secondary schools and Public Employees' Benefit Account to offset pension liabilities of school districts. Takes effect on 91st day following adjournment sine die.
Prohibits insurer, insurance producer or insurance-support organization from seeking or obtaining information about individual's mental health diagnosis, prognosis, treatment or condition as part of investigation or adjustment of claim for benefits under automobile insurance policy unless insurer, insurance producer or insurance-support organization demonstrates with clear and convincing evidence that accident that gave rise to claim resulted from or was directly related to individual's mental health condition. Takes effect on 91st day following adjournment sine die.
Requires that person notifying court of violation of release condition, or otherwise requesting issue of warrant for violation of release condition, notify released person's attorney concerning notification or request.
Proposes amendment to Oregon Constitution lowering voting age from 18 years old to 16 years old. Refers proposed amendment to people for their approval or rejection at next regular general election.
Requires owner or possessor of firearm to secure firearm with trigger or cable lock, in locked container or in gun room except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within two years after violation. Specifies exceptions to liability. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container when transferring firearm under circumstances requiring criminal background check, except in specified circumstances. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within two years after violation. Specifies exceptions to liability. Requires person to report loss or theft of firearm within 72 hours of time person knew or reasonably should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Authorizes person to transfer supervisory duty and liability to another person. Specifies exceptions to supervision requirement and liability. Directs Oregon Health Authority to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.
Directs Department of State Police to maintain staffing level of at least 15 patrol troopers per 100,000 residents of this state, beginning January 1, 2030.
