Directs Oregon Health Authority to develop list of suicide risk assessment and treatment continuing education opportunities for specified physical health care providers. Requires authority to develop continuing education opportunities if none exist. Allows specified health professional regulatory boards to approve continuing education opportunities included on list developed and maintained by authority, and to specify minimum requirements to exempt licensees regulated by board from requirement to complete continuing education. Takes effect on 91st day following adjournment sine die.

Directs state agencies to distribute moneys to local entities for specified bridge projects. Authorizes general obligation bonding for bridge projects. ] Expresses commitment of Legislative Assembly to support specified bridge projects through investments of specified amounts. Declares emergency, effective July 1, 2023.

Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to completing initial interview or making conditional offer of employment and to include certain words or phrases in job application that suggest age preferences. Permits employer to seek age of applicant under certain circumstances. Removes provision that includes apprentices within scope of unlawful employment discrimination statute.

Modifies provisions of Department of Transportation wildlife-vehicle collision program. Requires department to describe and make recommendations for ongoing funding strategy for program. Directs State Department of Fish and Wildlife to carry out projects to support species mobility and habitat connectivity. Takes effect on 91st day following adjournment sine die.

Establishes Universal Health Plan Governance Board and directs board to create comprehensive plan for implementing Universal Health Plan beginning in 2027 ]. Declares emergency, effective on passage.

Establishes Parkinson's disease registry.

Requires Bureau of Labor and Industries to study issues related to working conditions of warehouse workers. Directs bureau to submit findings to interim committees of Legislative Assembly related to business and labor not later than September 15, 2024.

Proposes amendment to Oregon Constitution to require majority of each house of Legislative Assembly to be present to conduct business. Refers proposed amendment to people for their approval or rejection at next regular general election.

Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2026, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2031. Declares emergency, effective on passage.
