Permits employees of certain state agencies to refuse to work additional mandatory overtime shift scheduled by employer when employee has already worked mandatory overtime in same month. Prohibits employer from requiring employee to take unpaid leave or use paid time off to make up for refusing to work additional overtime shift, or from taking adverse employment action against employee.

Establishes that Oregon Labor Monument is to be built in State Capital State Park.

Excludes hours of overtime worked for Oregon State Police from limitations on inclusion of overtime in final average salary for purposes of Oregon Public Service Retirement Plan.

Proposes amendment to Oregon Constitution to authorize use of motor vehicle-related tax revenue for infrastructure that reduces traffic burden of, or pollution from, motor vehicles on public roads in this state. Refers proposed amendment to people for their approval or rejection at next regular general election.

Establishes Public Defense Services Student Loan Repayment Assistance Program in Oregon State Bar to provide forgivable loans to eligible public defense attorneys for outstanding student loans. Directs Oregon State Bar to report annually to committee or interim committee of Legislative Assembly on program. Creates subtraction from federal taxable income for loan repayment assistance received under program. Appropriates moneys to Judicial Department for transfer to Oregon State Bar for purpose of program. Transfers Public Defense Services Commission from judicial to executive branch. Modifies appointment and removal process for commission members. Modifies duties of public defense services executive director to include development of training programs and establishment of trial division. Takes effect on 91st day following adjournment sine die.

Modifies definition of "employment relations" to exclude standards, requirements or procedures relating to body-worn cameras for purposes of law enforcement officer collective bargaining. Prohibits labor organization that represents sworn law enforcement officers of law enforcement agency from negotiating over matters related to standards, requirements or procedures relating to body-worn cameras. Provides that such matters are prohibited subjects of bargaining.

Repeals provision prohibiting court from excluding admissible evidence on grounds evidence was obtained in violation of statute except in specified circumstances.

Proposes amendment to Oregon Constitution to enumerate examples of rights, the denial or abridgement of which would violate existing constitutional guarantee of equality of rights. Makes conforming change to repeal constitutional policy of marriage being between one man and one woman. Refers proposed amendment to people for their approval or rejection at special election held on same date as next regular general election.

Modifies process for setting aside convictions and guilty except for insanity judgments. Eliminates requirement that person submit fingerprint card with application. Eliminates ability of district attorney to object to motion. Provides that time period prior to motion that person is required to have no convictions applies to motions to set aside convictions only. Provides that dismissal of traffic violation citation may not be set aside. Authorizes court to waive remaining fines and fees upon entry of order. Takes effect on 91st day following adjournment sine die.

Directs Judicial Department to develop and implement automated system that identifies convictions, arrests, citations, charges and judgments of guilty except for insanity that are eligible to be automatically sealed. Directs department to identify eligible records created prior to February 1, 2025, and send list to presiding judge of judicial district where record was created no later than February 15, 2025. Directs department to, beginning March 1, 2025, and every month thereafter, identify eligible records from previous month and send list to presiding judge of judicial district. Directs presiding judge to enter order sealing records within 30 days of receipt of list. Directs Oregon Criminal Justice Commission to, beginning no later than February 1, 2026, and each year thereafter, provide report to interim legislative committees related to judiciary concerning convictions that have been automatically sealed during previous year. Directs court to grant motion to set aside judgment of guilty except for insanity if no objection is received. Requires criminal history data providers to ensure criminal history reports reflect all material changes from previous 30 days. Takes effect on 91st day following adjournment sine die.
