Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Provides immunity from civil and criminal liability to school administrators, teachers or other school employees designated by school administrator who administer naloxone to pupils experiencing opiate overdoses. Specifies conditions under which immunity is available. Declares emergency, effective on passage.
Exempts from drug paraphernalia prohibitions pipes, fentanyl test strips and other harm reduction items. Expands affirmative defense to crime of unlawful possession of a controlled substance to include any person acting in capacity of employee or volunteer of harm reduction intervention program. Expands allowable uses of sick leave provisions to include leave for employee's mental health and for care of mental health needs of employee's family member. Requires Commissioner of Bureau of Labor and Industries to develop informational materials and training opportunities on the relationship between mental and physical health and the benefits of mental health leave. Permits Commissioner of Bureau of Labor and Industries to enter into contracts with mental health professionals to investigate retaliation complaints involving absences for mental health. Requires commissioner to adopt rules concerning retaliation for absences related to mental health.
Establishes Universal School Meal Account for purpose of reimbursing school districts for certain costs incurred in providing federally reimbursable meals. Provides for prioritization of distributions if funds are insufficient to make reimbursements. Declares emergency, effective July 1, 2023.
Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .
Requires that faculty and nonfaculty staff members of governing board at public university are voting members of board. ] Expands composition of Oregon Health and Science University Board of Directors to include one member of faculty and one member of nonfaculty staff as voting members of board.

Allows otherwise qualified person who becomes United States citizen less than 180 ] 251 days before date of primary election to file for and be elected to office of precinct committeeperson, if person registers as member of major political party by filing deadline. Exempts candidate for office of precinct committeeperson from requirement that candidate be member of major political party for at least 180 days before deadline for filing nominating petition or declaration of candidacy if candidate becomes United States citizen within period of 180 days.
