Relating to support services; declaring an emergency.

Requires Department of Human Services, in consultation with Office of Immigrant and Refugee Advancement, to award contracts to organizations to provide support services to immigrants and refugees. ] Establishes Welcome and Reception Program within Office of Immigrant and Refugee Advancement to provide immigrants, refugees and asylum seekers with support services. Directs organization that is awarded contract to provide support services under program to report on performance outcomes no later than June 30, 2025. Directs office to provide report on implementation and status of program to interim committees of Legislative Assembly related to human services no later than September 1, 2025. Appropriates moneys from General Fund to department ] office for support services. Directs office of Immigrant and Refugee Advancement ] to convene representatives from state agencies, community-based organizations and other stakeholders to coordinate policy recommendations and to provide outreach, education and training to certain government and nongovernment entities and stakeholders to improve immigrant and refugee access to programs, services and development activities . Declares emergency, effective on passage.

Relating to short-acting opioid antagonists; prescribing an effective date.

Allows owner of publicly accessible building or facility to obtain from Oregon Health Authority kit including short-acting opioid antagonist and necessary medical supplies to administer short-acting opioid antagonist for use by members of public. Defines "short-acting opioid antagonist." Provides civil immunity from liability for member of public and owner. Directs authority to establish process through which owner of building or facility may obtain kit, and to issue standing order to prescribe short-acting opioid antagonist and necessary medical supplies to administer short-acting opioid antagonist. Takes effect on 91st day following adjournment sine die.

Relating to required employment leave for the performance of legislative duties; prescribing an effective date.

Expands regular employment protections afforded for performance of legislative duties by members or prospective members ] of Legislative Assembly by requiring employers, at option of member or prospective member ], to grant time off for less than full-day absence to member or prospective member ] to perform legislative duties. Continues alternative requirement, at option of member or prospective member of Legislative Assembly , for regular employer to grant leave of absence to member or prospective member to attend legislative session, interim committee meetings or other specified official functions. Grants rulemaking authority to Commissioner of Bureau of Labor and Industries to implement statutory provisions and directs commissioner to provide technical advice and guidance to employers to facilitate compliance with statutory requirements. ] Takes effect on 91st day following adjournment sine die.

Relating to constructing child care facilities within projects for affordable housing; prescribing an effective date.

Provides that constructing child care facility within project for affordable housing does not subject project for affordable housing to prevailing wage requirements if child care facility meets specified requirements. Provides that prevailing wage requirements do apply to construction of child care facility. Takes effect on 91st day following adjournment sine die.
