Imposes limit on exempt use of water for livestock. Requires person that uses water under livestock exemption to submit notice of use to Water Resources Department, measure use and report measurement. Takes effect on 91st day following adjournment sine die.
Creates procedure by which attorney of in-custody defendant may request prosecuting attorney to make expedited determination of whether to file motion for protective order for grand jury audio recording or notes or report of shorthand reporter and, if no motion is filed, immediately provide copy of transcript, notes or report to defense attorney. Declares emergency, effective on passage.

Changes name of "Oregon Global Warming Commission" to "Oregon Climate Action Commission." Modifies membership and duties of commission. Modifies state greenhouse gas emissions reduction goals. Directs state agencies to report to commission on progress toward achieving greenhouse gas emissions reduction goals. Directs Department of Environmental Quality, in consultation with commission, to evaluate opportunities to reduce Oregon's consumption-based greenhouse gas emissions and report to interim committees of Legislative Assembly related to environment no later than September 15, 2024.
