Requires Higher Education Coordinating Commission to establish project connecting adults in custody and former adults in custody to community colleges, public universities and apprenticeship programs. Sets forth project requirements. Establishes Oregon Rebound Fund to support project. Requires commission to work with Bureau of Labor and Industries and community corrections agencies to establish statewide network to assist adults in custody and former adults in custody in enrolling in appropriate post-secondary classes, post-secondary programs and apprenticeship programs. Requires commission to hire five regional navigators to run statewide network. Details requirements of network and navigators. Declares emergency, effective on passage.

Adds new entity eligible to receive grant funds to provide services to refugees and adds new categories of refugees eligible for assistance. Requires certain public bodies to reduce public records request fees by 40 percent if request is made in public interest. Requires same public bodies to reduce fees by between 50 and 100 percent, as determined by custodian, if public records request is in public interest and is narrowly tailored. Requires requests made by members of news media to be treated as in public interest. Requires, on and after January 1, 2027, all public bodies to reduce fees by 40 percent if request is made in public interest. Requires State Forestry Department to study community-based programs for reducing wildfire risk. Appropriates moneys to State Fire Marshal for deposit in Community Risk Reduction Fund for purposes related to grant and incentive program. Declares emergency, effective on passage.

Requires State Department of Energy to study renewable energy. Directs department to submit findings to interim committees of Legislative Assembly related to energy not later than September 15, 2024.

Requires public universities and community colleges to pay part-time faculty at same rate, on per-hour basis, as public university or community college pays full-time faculty to prepare for and teach course. Appropriates moneys to Higher Education Coordinating Commission for purpose of paying for salary equity. Declares emergency, effective on July 1, 2023.

Directs Environmental Quality Commission to establish program for source reduction of single-use plastic food ware and single-use packaging and achieve 25 percent source reductions compared to 2023 levels by 2030. Establishes civil penalty for violation of program.

Directs State Board of Education to establish rules requiring provision of advocacy services to parents of children with disabilities in relation to public education. Requires Department of Education to enter into contract for purpose of services. Directs department to establish statewide tip line for students, educators and other members of public to use to confidentially report information related to violations of rights of children with disabilities in public schools of this state. Authorizes department to enter into contract with disability protection and advocacy agency for purpose of providing tip line.

Prohibits licensing board, commission or agency from denying, suspending or revoking occupational or professional license solely for reason that applicant or licensee was convicted of crime or subject to qualifying juvenile adjudication that does not substantially relate to specific duties and responsibilities for which license is required. Specifies criteria for determining whether crime substantially relates to specific duties and responsibilities for which license is required. Specifies additional restrictions on licensing board's, commission's or agency's power to deny occupational or professional license. Permits person convicted of crime to petition licensing board, commission or agency at any time for determination as to whether conviction will prevent person from receiving occupational or professional license. Permits licensing board, commission or agency to charge reasonable fee for determination. Provides that final ] determination is binding upon licensing board, commission or agency unless, at time of petition, person has charges pending, failed to disclose previous crime or was convicted of crime after submitting petition. Requires notice to person before final ] determination that conviction will result in denial of occupational or professional license. Specifies additional rights of person and additional notice requirements.
